UPDATE ON 6/1/2026: Updated RFI and Answer Tempate:

The following updates/corrections were made to the RFI and the Answers Template (see filename: "RFI Questions - PA-TAC VI updated 6-1-26" and "Answer Template updated 6-1-26)

  1. The following language removed from the RFI Submittal Instructions, "The document format shall be either Microsoft Word (.doc or .docx), or Adobe Acrobat (.pdf) formats. Pages shall be 8.5 by 11 inch and shall use a type pitch that is no smaller than a standard 11-point font type, with the exception of charts, graphs, or tables, which shall use a pitch not smaller than 10-point font. Responses shall not exceed 5 pages in length including images, data displays, charts, graphs, and tables. Page limitation does not include: 1 cover page. Do not include promotional materials." see page 1
  2. Language removed referencing guaranteed minimum funding amount (PWS 2.3.d), see page 2

The Federal Emergency Management Agency (FEMA), on behalf of the Public Assistance (PA) Division under the Recovery Directorate and the Office of Response and Recovery, has developed this Request for Information (RFI) to solicit market research information from industry.

THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the Government will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities, website www.fbo.gov, at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.

This RFI does not restrict the Government's acquisition approach on a future Solicitation.

NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED IN RESPONSE TO THIS SYNOPSIS AND NO CONTRACT SHALL BE AWARDED AS A RESULT OF THIS RFI.

No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests.

Background
The Federal Emergency Management Agency (FEMA), specifically the Public Assistance (PA) Division under the Recovery Directorate and the Office of Response and Recovery, has issued this Request for Information (RFI) to gather market research information from industry.

This RFI is part of a government effort to assess industry capabilities and interest in supporting FEMA's mission of helping people before, during, and after disasters. The PA program is critical for providing disaster assistance through various projects across state, local governments, tribes, and private non-profits following disasters such as hurricanes, floods, and other emergencies.

Work Details
The contractor will provide support to the Public Assistance (PA) Program and FEMA in both Continental United States (CONUS) and Overseas Continental United States (OCONUS). Tasks may include:
- Assisting FEMA staff in delivering the PA Program through technical assistance contracts.
- Providing professionals and non-professional personnel to support federal employees from all ten FEMA Regions and Headquarters.
- Participating in the development of proprietary or source selection information which may create an Organizational Conflict of Interest (OCI).
- Ensuring compliance with Section 504 of the Rehabilitation Act of 1973 regarding accessibility for individuals with disabilities.
- Managing Government Furnished Equipment (GFE) responsibilities including liability for equipment until acknowledged by FEMA.
- Submitting Technical Monitor Certification reports for review prior to invoicing.
- Following invoicing procedures that require submission no later than the last day of the month following service delivery.
- Participating in Task Order Proposal Requests (TOPRs) based on competition among awardees, including mobilization of staff for multiple task orders.

Place of Performance
The work will be performed primarily in the Continental United States (CONUS) and potentially in Overseas Continental United States (OCONUS) locations as specified in individual task orders.
