Request for Information - F-15 Flow Control Valve

Background
The United States Air Force (USAF) is seeking to establish an organic, depot-level repair capability for Flow Control Valves used in F-15EX aircraft. This initiative aims to maximize the reuse of existing F-15 legacy capabilities and ensure cost-effectiveness and efficiency in maintenance operations.

ITT Aerospace Controls LLC is the sole-source contractor for this project, as they are the only responsible source capable of providing the necessary Flow Control Valves and associated technical data rights required for Depot Activation (DA). The contract will facilitate comprehensive overhaul, upgrading, or rebuilding of parts and subassemblies, ensuring a ready source of technical competence and resources for national defense contingencies.

Work Details
The contract involves the procurement of Flow Control Valves that manage, regulate, and shut off fuel, hydraulic, pneumatic, and coolant fluids in aircraft systems. These valves are designed to withstand high pressure, high heat, and electromagnetic interference (EMI), utilizing materials such as aluminum or stainless steel.

The primary focus is on ensuring the USAF can repair current and future specifications of Flow Control Valves authorized for installation on F-15EX aircraft. The contract will also cover associated parts/spares and rights to technical data necessary for maintenance. Key components required include Specialized Test Equipment (STE), Test Program Sets (TPS), and Interface Test Adapters (ITAs). The USAF will provide common support equipment for this activation effort.

Period of Performance
The IDIQ contract will have a three-year base ordering period with an additional one-year option.

Place of Performance
The geographic location for performance is at designated Air Logistics Complexes (ALCs) where the Flow Control Valves will be repaired.
