The Government is performing market research to determine feasibility of contracting for various energy generation technologies for the purpose of providing resilience to Hill Air Force Base. The Government is specifically interested in gaining a better understanding of technology, capacity, economics, and integration of 25-35 megawatt (MW) of additional onsite generation. The energy generated would provide continuously available, primary power to Hill and must be capable of operating in an islanded mode and integrating with existing generation sources in the event of a utility grid outage. Installation electrical distribution system is privatized (City Light and Power (CLP)) and any generation system would need to interconnect and integrate with this privatized system.

Background
The Government is performing market research to determine the feasibility of contracting for various energy generation technologies to provide resilience to Hill Air Force Base.
The Government is interested in understanding technology, capacity, economics, and integration of 25–35 megawatts (MW) of additional onsite generation capable of operating in an islanded mode and integrating with existing generation sources during a utility grid outage.
The installation electrical distribution system is privatized through City Light and Power and any generation system must interconnect and integrate with this privatized system.

Work Details
The energy generation system shall be designed and optimized to meet two operating conditions:
1) Normal Operation: periods when Hill draws power from the utility grid; the system must interconnect to the privatized electrical distribution system and provide 25–35 MW of primary power.
2) Grid Outage Operation: periods when Hill is electrically islanded from the utility grid; the system must isolate/island from the grid, integrate with existing onsite generation sources, and provide 25–35 MW of primary power.
The system shall enable continuous primary power availability and integration with existing sources during grid failures.

Bidder Requirements
Respondents must be public or private entities capable of developing energy generation and resilience assets.
Responses must include: entity name and type (e.g., corporation, partnership), business and website addresses, point of contact name, position, telephone number, and email address, and current relevant experience in developing, constructing, and operating energy generation and resilience assets.
For participation in the onsite Industry Day at Hill AFB on 1 December 2021, submit name, driver's license number, and state of issue by 22 November 2021 to obtain temporary base access passes.
RFI responses are due by 5:00 PM Mountain Time on 7 January 2022 via email as Microsoft Word or PDF attachments not exceeding ten 8.5"x11" pages (or five printed two-sided pages) and 10 megabytes total; facsimile submissions, cover letters, and extraneous materials will not be considered.
