Request for Information - DHS Chief Data Officer Directorate (CDOD) Portfolio Management

Background
The Department of Homeland Security (DHS) was established to ensure effective access and sharing of information and data, which is critical for mission delivery.

The DHS Chief Data Officer Directorate (CDOD) aims to leverage data as an asset to modernize IT capabilities and implement new technologies such as artificial intelligence. The CDOD is organized into six divisions, including Portfolio Management, which provides essential services across all divisions to support strategic engagements and project management.

Work Details
The RFI seeks support for the stand-up of the Portfolio Management Division (PMD) within CDOD, requiring capabilities in several areas:
- Agile program management expertise to enable CDOD to make DHS data visible, accessible, understandable, linked, trustworthy, interoperable, and secure (VAULTIS).
- Business process improvement engineering to apply best practices in IT and policy solutions, including developing business process modeling documents and revising DHS data policies.
- Design Thinking and Facilitation to engage non-subject matter expert customers in understanding their processes and requirements.
- Intake and ideation management using design methodologies for capturing customer problems and requirements.
- Customer-relationship Management (CRM) and Strategic communications to enhance outreach to stakeholders through effective documentation and presentations.
- Portfolio Management services for aligning activities with strategic objectives, managing a CDOD-level backlog, and integrating planning support across divisions.
- Digital Enterprise Service Management to optimize service demand management using tools like ServiceNow or Jira Service Management.

Place of Performance
The primary place of performance will be remote or at a vendor facility with limited in-person meetings required.
