Request for Information - Detention Facility Washington Area of Responsibility

Background
The U.S. Immigration and Customs Enforcement (ICE), under the Department of Homeland Security (DHS), is issuing a Request for Information (RFI) to identify potential detention facilities for housing illegal aliens. This initiative supports ICE's public safety mission as authorized by the Immigration and Nationality Act (INA). The RFI aims to gather market information for planning purposes, helping ICE determine strategies to meet its requirements.

It is important to note that this RFI is solely for informational purposes and does not constitute a request for proposals or a commitment to future procurement actions.

Work Details
ICE is seeking available detention facilities capable of accommodating single adult populations (both male and female) with a total capacity of approximately 1,000 to 1,500 beds, including 15%-20% designated for females. Facilities must be able to provide low, medium-low, medium-high, and high-level security housing options, including dedicated dorms or special housing units for medium-high and high custody classifications.

The facilities should be fully staffed and operational within 90 days of contract award and must include segregation units, infirmaries, and local access to general acute hospital care with emergency services. Facilities should also have access to public transportation routes. Preferred facilities are those dedicated solely for ICE use and located within a two-hour surface commute from Richmond International Airport.

Submissions must comply with the National Detention Standards 2019, detailing infrastructure, services, equipment, personnel capabilities, medical services availability, visitation areas, administrative space, outdoor recreation areas, photographs of the facility, timeframe for availability for ICE use, and any potential impediments to operation.

Place of Performance
Facilities should be located within a two-hour surface commute of ICE's Washington Field Office and its sub-offices in Richmond, Chantilly, and Norfolk.
