Description

NOTE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.0 OBJECTIVE

Request for Information ONLY

The objective of this effort is to design a replacement shelter modification for the legacy DDF-3000 modification using the S-786/G US Army standard tactical shelter, which functioned as a Tactical Sensitive Compartmented Information Facility (T-SCIF). There is a need and an opportunity to provide the warfighters a new DDF modification incorporating 20 years of lessons learned from the DDF-3000's service during the Global War on Terror. By providing the contractor the S-786/G standard shelter technical data, the legacy DDF-3000 technical data, and a list of required modifications they will develop the new DDF-X modification technical data package and technical orders. Integrating the most current T-SCIF requirements into the DDF-X modification is a critical requirement. Validation and verification of the modification will be conducted on a GFE S-786/G shelter which will be retained by the Tactical Shelters, Radomes, and Towers (TSRT) office.

2.0 BACKGROUND

The current USAF TSRT program office supported Deployable Debriefing Facility (DDF-3000), which is a modification for the S-786/G standard shelter, is over 20 years old. It has seen continuous field service during that time, functioning as a T-SCIF. In managing its lifecycle, the program office has had feedback both from warfighters and tactical shelter maintenance personnel in its successes and challenges. Our primary tactical shelter maintenance depot (OO-ALC) has informed us that many of the components used in the DDF-3000 are no longer procurable, making refurbishment of the existing fleet or conversion of new base S-786/G shelters into DDF-3000s impossible. The changes required to the original drawings and T.O. to make the DDF-3000s supportable again are too extensive to be practical. A replacement effort, using warfighter and depot feedback, has been determined as the best way forward for increasing demand for DDF type shelters. TSRT would use this opportunity to incorporate suggested DDF features from the US Army shelter office's LMERWS (F-35 Lightning Modular Expandable Rigid Wall System) shelter project for which TSRT will likely inherit some lifecycle support responsibility, at a future date. Additionally, USAF users have gone to the private sector to purchase Commercial Off the Shelf (COTS) DDF-type shelters over the course of the GWOT, which they have come to TSRT to support as they age. We cannot effectively support the lifecycle of COTS shelters as their design is proprietary and they are not parts supportable. This modification would provide a design that can be acquired by units in need of DDF-type shelters which can be supported by a USAF depot for their entire lifecycle.

4.0 RESPONSES

It is suggested interested parties respond to this RFI with a whitepaper.
4.1 RFI Whitepaper. A RFI whitepaper should be in Microsoft 365 Word compatible format and due NLT 17 April 2023, 1400 MT. A different NAICS code can be included in the whitepaper. Any response is limited to 5 single-sided pages and submitted via e-mail only to the Government Point of Contract (POC): Wendy Farley, Contracting Officer, wendy.farley@us.af.mil and Contract Specialist, Carlos Michel, carlos.michel@us.af.mil.
4.2 Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. To aid the Government, segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. If any respondent does not currently have a Proprietary Data Protection Agreement (PDPA) that would permit the Government's personnel to review and evaluate the submitted whitepaper in response to this RFI, the respondent should request to sign PDPAs with the Government.
4.3 Please note that all CRC Program Office government or contractor personnel have executed Non Disclosure Agreements (NDA) for all related project information.

The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
