This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a reliable navigation system for operations in Global Positioning System (GPS)/ Global Navigation Satellite System (GNSS) degraded or denied environments.

The required capability is a compact electronic navigation system that integrates supplemental sensors, such as magnetic, inertial, gravity, visual, celestial, radar/lidar, ground signals of opportunity, terrain, local timing, quantum and atomic clock's ability to synchronize, pulsar/celestial time synchronization, improved/accurate reference maps. The system must be versatile for use on aircraft, land vehicles, maritime platforms, and man-portable applications. The system must provide precise location data compatible with the Android Team Awareness Kit (ATAK) for real-time situational awareness and mission planning. The system must provide continuous location tracking, even in the absence of GPS/GNSS.

The United States Air Force Life Cycle Management Center (AFLCMC), specifically the Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN), is conducting market research to identify potential sources for a reliable navigation system designed for operations in environments where Global Positioning System (GPS) and Global Navigation Satellite System (GNSS) capabilities are degraded or denied.
The goal of this initiative is to enhance operational effectiveness in challenging conditions.

Work Details
The required capability is a compact electronic navigation system that integrates various supplemental sensors, including magnetic, inertial, gravity, visual, celestial, radar/lidar, ground signals of opportunity, terrain data, local timing mechanisms, and quantum/atomic clock synchronization.
The system must be versatile enough for use across multiple platforms such as aircraft, land vehicles, maritime platforms, and man-portable applications.

1. Positional accuracy of 10 meters Circular Error Probable (CEP) in GPS-denied environments.
2. Resistance to jamming with specified anti-jamming performance metrics.
3. Quick time to first fix within 5 minutes in GPS-denied environments.
4. Operational endurance of at least 24 hours on a single battery charge with swappable battery capability.
5. Compatibility with the Android Team Awareness Kit (ATAK) for real-time situational awareness.
6. Durability with water resistance ratings up to IPX-7.
7. Compliance with Military-Code (M-Code) mandates and ease of use requiring minimal training.
