Description

Argonne National Laboratory (ANL) operates an Infrastructure Document Control Center (IDCC) that is responsible for managing construction and facilities engineering records across the full project lifecycle. The IDCC currently supports a wide range of infrastructure, capital, maintenance, renovation, and facilities engineering projects on the ANL campus.

ANL currently does not have a dedicated CAD designer or engineer on staff within the IDCC to support drawing updates, as-built production, and redline incorporation. As the volume of project closeouts and drawing update requests continues, ANL is exploring the potential to outsource both the administrative records management function and the AutoCAD drawing update and maintenance function to a qualified external provider.

This RFI is issued to gather information from industry to help ANL evaluate the availability of qualified service providers, understand current industry capabilities and best practices, and inform the development of a future solicitation.

Background
Argonne National Laboratory (ANL) operates an Infrastructure Document Control Center (IDCC) responsible for managing construction and facilities engineering records across the full project lifecycle.

The IDCC supports a variety of infrastructure, capital, maintenance, renovation, and facilities engineering projects on the ANL campus. Currently, ANL lacks a dedicated CAD designer or engineer within the IDCC to assist with drawing updates and as-built production. Due to increasing project closeouts and drawing update requests, ANL is considering outsourcing both the administrative records management function and AutoCAD drawing update services to qualified external providers. This Request for Information (RFI) aims to gather industry insights to evaluate potential service providers and inform future solicitations.

Work Details
The core functions required under this contract include:

1) Project Identification and Intake Administration: Processing requests for Project Identification Numbers, maintaining a master log, capturing project metadata, and applying standardized classification.

2) Project Closeout Coordination: Tracking projects through closeout processes, managing documentation compliance, and supporting acceptance reviews.

3) Records Repository Management: Publishing finalized records to a shared repository with consistent structure and accessibility.

4) AutoCAD Drawing Management: Maintaining official engineering drawings in AutoCAD format, incorporating redlines into updated drawings, producing as-built drawings, validating compliance with ANL standards, and maintaining revision history.

5) Records Governance: Applying standardized classification and retention practices while ensuring audit readiness.

6) Reporting: Providing operational reports on project statuses and metrics related to closeout cycles and drawing updates.

7) Standard Operating Procedures: Developing procedures for program functions and ensuring continuity through cross-training.

8) Internal Records Storage: Supporting internal organization of records with secure access for authorized users.
