Communications Electronics Command (CECOM) requires support to provide professional services to include accounting, budgeting, cost analysis, systems analysis, manpower analysis, fiscal policy, program analysis, administrative support, audit readiness, and training. Projects include setting up training programs, conducting special studies and building decision briefings with recommendations and courses of action, and defining, developing and documenting financial processes. These projects will serve to educate the CECOM workforce as CECOM continues to move toward Audit Readiness. Additionally it will continue to mature the organization's expertise utilizing the General Funds Enterprise Business System (GFEBS), Logistics Modernization Program (LMP), and Global Combat Support System Army (GCSS-Army) as new releases, upgrades and patches to the system continue to occur on a quarterly basis.

This is an RFI issued solely for information and planning purposes and does not constitute a solicitation. Respondents are advised that ACC-APG is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. ACC-APG will not provide reimbursement for costs incurred in responding to this RFI. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited, nor is the Government obligated to issue a solicitation based on responses received.

This scope of work is currently being performed under contract W56JSR-20-C-0004.

Background
The CECOM-G8/G1 Support Services RFI is issued to gather information regarding potential contractors' capabilities in providing support services related to government financial management and human resources.
The goal is to identify experienced providers who can assist in various financial and HR functions critical to the agency's mission.

Work Details
The contractor will be required to provide detailed responses addressing the following areas:

1. Experience and Expertise: A brief history, mission, and years of experience in the government sector.
2. Key Personnel: Detailed bios of team members involved, emphasizing their experience in government finance and HR.
3. Financial Management: Experience in budgeting, accounting, financial reporting, and compliance with government financial regulations.
4. Audit Readiness: Ability to prepare and support audits including DCAA audits, GAO, Army Audit Agency (AAA), DODIG, and Financial Statement Audits.
5. System Integration: Experience with government financial systems (e.g., GFEBS, LMP, ADVANA, GCSS-Army) and integrating those with other systems.
6. Data Analytics: Experience with Microsoft Power Platform (e.g., Power BI, Power Automate) for customizable visualizations and dashboards from various data sources.
7. Cost Control and Analysis: Capability in cost management, cost-benefit analysis, and financial forecasting.
8. Risk Management: Approaches for identifying, assessing, and mitigating risks in finance operations.
9. Program Analysis: Experience evaluating business processes to identify problems and recommend improvements for organizational efficiency.
10. HR Management: Experience managing government employee records, payroll, benefits, and workforce planning.
11. Compliance and Labor Relations: Understanding of compliance with government labor laws, union relations, and EEO regulations.
12. Training and Development: Experience providing training programs that align with government standards and employee development requirements.
13. Past Performance: Up to three contract numbers of relevant past performance along with a summary of scope of work involving government financial services within the last 3-5 years.
