This Request for Information (RFI) is issued to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for development, qualification, production, and fielding of the C-17 Databus Collection and Analytics (DBCA) effort. The level of security clearance and amount of foreign participation in this effort has not been determined. Contractors or institutions responding to this RFI are placed on notice that participation in this questionnaire does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with participation in this RFI.

Work Details
Is there an incumbent contract? If so, would it be possible to get the contract/task order number? No, there is not an incumbent contract.
What does a Level 3 ROM Refer to? Please disregard the “Level 3” classification include a standard ROM (Rough Order of Magnitude.
In Regard to the “estimated costs and timelines” portion, it would be helpful to know how many of each type of databus will be collected. The following is the MINIMUM requirement for each type:
MIL-STD 1553B 9 busses
ARINC 429 9 channels
RS-232 2 channels
RS-422 2 channels
Ethernet 4 channels
Controller Area Network (CAN) 2 channels
Is there a definition of the quality and types of data? ICDs exist but will not be sent at this time. DBCA should be able to continuously record tens of thousands of parameters at native rates from various aircraft data bus types (MIL-STD-1553, ARINC 429, etc.).
What systems they are pulling the data from? Primary data source will be the aircraft mission computers, but any/all aircraft remote terminals should be considered eligible to connect to the DBCA system.
Is this a new LRU or a replacement LRU? New LRU
Would you be able to provide any SWAP requirements, beyond “negligible impact on weight & balance.” No additional specific requirements to note at this time.
Are you able to provide more information on the required “analytics” that are required to support proactive maintenance, and improve operational decision and training? i.e. are these algorithms developed by the Contractor or provided by the customer? Algorithms developed by Contractor—looking for contractor to answer based on knowledge/experience.
The SSS posted on 8 February 2021 discusses a timeline of “initial operational capability no later than five (5) years from contract award” Is this still a valid timeline? We are seeking industry’s projected timeline.
The past performance questions limit experience to 5 years. Will consider extending the past performance time frame to 10 years? Due to how quickly this sort of landscape changes, our interest really is within the last 5 years.
In regard to the “Processing and analyzing collected data” portion of the RFI, does the USAF have an existing data analytic technology solution which could be used for analytic development and deployment? The USAF may have this type of technology, but the C-17 SPO does not. So, for the purposes of DBCA, we do not have an existing data analytic technology solution.
