Description

The United States Coast Guard (USCG) is conducting market research to assess the current capabilities of the U.S. and international maritime industrial base to support Arctic Security Cutter (ASC) acquisition efforts. Specifically, the USCG is seeking to increase their understanding of existing icebreaking capable vessels or vessel designs that are ready for construction or already in production.

The USCG is also interested in proven execution and build strategies and the ability of global shipyards to support the construction and subsequent launch of an icebreaking-capable vessel within 36-months of a contract award.

Responses are due no later than 5:00 PM ET on April 25, 2025.

Interested parties shall refer to the attached RFI package for complete submission requirements, technical expectations, and response format guidance. All responses shall be submitted electronically per the instructions provided.

This RFI does not constitute a Request for Proposal (RFP), nor does it guarantee future contract award. Responses will be used solely for market research and planning purposes.

Background
The United States Coast Guard (USCG) is conducting market research to assess the capabilities of the U.S. and international maritime industrial base for Arctic Security Cutter (ASC) acquisition efforts. The goal is to understand existing icebreaking capable vessels or vessel designs that are ready for construction or already in production, as well as proven execution and build strategies.

The USCG aims to ensure that global shipyards can support the construction and launch of an icebreaking-capable vessel within 36 months of contract award.

Work Details
The USCG is seeking information on existing vessels or production-ready vessel designs that meet the following preliminary capability parameters:
- Length: 360 ft or less
- Beam: 78 ft or less
- Draft: 23 ft or less
- Icebreaking capability: Must independently break through ice with a thickness of 3 ft at a continuous speed of 3 knots.
- Range: 6,500 nautical miles at 12 knots
- Endurance: 60 days
- Aircraft capacity: Flight deck and hangar to accommodate one (1) HH-60 helicopter.

Additionally, interested parties are requested to provide details on their role in the maritime industrial base, design characteristics of vessels, production timelines, partnerships with U.S. shipyards, facility capabilities, execution strategies, risks associated with procurement, and Rough Order of Magnitude (ROM) costs for engineering and construction.
