Request for Information - ARCHITECT-ENGINEERING TITLE I & TITLE II SERVICES INDEFINITE DELIVERY / INDEFINITE QUANTITY BASIC CONTRACT

Background
Edwards Air Force Base (AFB) has a requirement for an Architect-Engineer (A-E) Services Indefinite Delivery Indefinite Quantity (IDIQ) contract. The purpose of this contract is to provide multi-discipline A-E services for the design and investigation of construction projects on an 'as-needed' basis. The services will support various engineering disciplines including mechanical, electrical, fire protection, communication engineering, interior design, civil, structural, geotechnical, and environmental engineering.

Work Details
The A-E firm shall perform Title I and Title II services as outlined in the Statement of Work (SOW). Title I services include investigative and analysis tasks such as field investigations, surveys, topographical work, soil borings, studies, reports, design analysis, constructability reviews, and cost estimates. Title II services involve supervision and inspection of construction projects to ensure compliance with contract documents. Specific tasks include:
1. Title I (Type A): Investigative services including surveys and mapping;
2. Title I (Type B): Design services for new facilities or renovations;
3. Title II: Construction oversight including inspections and documentation;
4. Deliverables must adhere to specific formats including AutoCAD drawings and specifications in CSI format;
5. Cost estimates must be prepared using RS Means or similar software.

Place of Performance
The geographic locations for performance include Edwards Air Force Base in California and potentially the Air Force Research Laboratory (AFRL) and Air Force Plant 42 in Palmdale, CA.
