The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. The United States (US) Air Force Life Cycle Management Center (AFLCMC), Public Key Infrastructure Program (PKI) System Program Office (AFLCMC/HNID) is conducting market research to identify capable sources to provide professional engineering support services to implement and sustain the DoD PKI and the Internal Air Force (AF) PKI for the Department of the Air Force (DAF).

The Air Force Public Key Infrastructure System Program Office (AF PKI SPO) is an integrated team of government civilians and contractors who collaborate with DoD and DAF communications and support agencies, as well as vendors and product providers, to support the fielding, use, and sustainment of DoD and DAF PKIs with credential management solutions. The AF PKI's primary mission is to deliver and strengthen the infrastructures and credentials that protect and enable trusted exchanges of information across DoD and DAF systems.

Background
The United States Air Force Life Cycle Management Center (AFLCMC), specifically the Public Key Infrastructure Program (PKI) System Program Office (AFLCMC/HNID), is conducting market research to identify capable sources for professional engineering support services.

The goal of this contract is to implement and sustain the Department of Defense (DoD) PKI and the Internal Air Force (AF) PKI for the Department of the Air Force (DAF). The AF PKI SPO collaborates with DoD and DAF communications agencies, vendors, and product providers to support credential management solutions, ensuring secure exchanges of information across DoD and DAF systems.

Work Details
The contractor will provide engineering support services to implement and sustain the DoD PKI throughout the DAF. Key tasks include:

1) Registration Authority/Local RA Management: On-site support in San Antonio, TX for technical advice, security analysis, configuration support, certificate issuance, and revocation.

2) Integration/Implementation with DAF Systems: Integrate PKI capabilities into DAF systems for secure authentication.

3) Performance Monitoring and Maintenance: Establish monitoring mechanisms for PKI performance and security incidents.

4) Cybersecurity/Risk Management Framework: Support accreditation efforts for AF PKI systems.

5) Testing: Conduct thorough testing of software/hardware products before deployment.

6) Training and Awareness: Develop training programs on PKI usage for personnel.

7) Policy and Planning: Develop policies aligning with DoD guidelines.

8) Collaboration with DoD PKI Authorities: Align AF practices with broader DoD policies.

9) Customer Support: Facilitate communication between departments and provide on-site support at various locations.

10) Token Management: Manage logistics for SIPRNet tokens including forecasting requirements and inventory management.

Period of Performance
The contract period of performance is expected to start on June 1, 2025, following an award no later than May 1, 2025.

Place of Performance
The primary place of performance will be in San Antonio, TX.
