Description

Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center (FFRDC), operated by Princeton University under contract to the United States Department of Energy, wishes to obtain expression of interest from potential sources with the capacity and technical capability to replace the existing XQT-1 Big Blue transformer (rated at 30MVA with a 138kV primary winding and a dual 4.16kV secondary winding) located in PPPL's 138kV switchyard. This transformer was originally installed in 1958 and has far exceeded its expected useful life of 30 years, showing significant signs of wear and deterioration. XQT-1 steps down the incoming utility voltage for campus distribution. It has dual secondary windings to serve both house and experimental loads. This configuration is not ideal and is one of the reasons why PPPL intends to replace XQT-1 with (2) new transformers, XQT-1 and XQT-4, to allow for the separation of the different load types. The purpose of this notice is to obtain information regarding the availability and capacity of qualified sources that are capable of providing the required services.

Please be advised that PPPL will not reimburse parties for any costs incurred in responding to this request. Expressions of interest must be delivered to PPPL Procurement Specialist, Chi Man Cheung by 4:00 PM Eastern, June 26, 2024. Should PPPL proceed with issuance of a Request for Proposal (RFP) for this requirement, all parties responding to this notice will be notified of RFP availability. Background

Work Details
The scope of work for each new transformer includes furnishing the specified transformers, providing warranty coverage and site support during installation and commissioning, factory and site acceptance testing, providing transformer accessories, and delivering the transformers to the project site. The technical characteristics of the new transformers are detailed in a table provided in the solicitation.

Period of Performance
The anticipated project timeline includes issuing the Request for Proposal (RFP) on September 4, 2024, with proposals due by September 25, 2024. The source selection is expected to be completed by October 9, 2024, with the contract award scheduled for October 31, 2024.

Place of Performance
The work will be performed at Princeton Plasma Physics Laboratory (PPPL) in its C-Site campus distribution.
