Background
The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) is seeking quotes for the replacement of accessible insulation with spray foam for the USDA ARS in Pullman, WA. The project is located at the Palouse Conservation Field Station (PCFS) Building 103 and aims to address safety concerns, lower heating costs, and meet current environmental and RF standards.

Work Details
The contractor is required to provide all professional services necessary for the project. This includes removing and disposing of current fiberglass-type insulation above secured walled sections and ceiling areas, and replacing them with a commercial grade closed cell spray foam insulation that meets federal guidelines and standards. The interior sides of buildings and ceilings should be sprayed with a minimum of 3 inches of closed cell foam, which will then be sealed with an intumescent coating to comply with state and federal regulations. Additionally, the contractor must prepare/clean the area where spray foam is to be installed, apply any metal surface sealant needed to address corrosion, caulk any cracks, and waterproof affected areas.

Period of Performance
The period of performance for this contract is 60 calendar days after the notice to proceed is issued.
