This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B24Q0234 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-003. The associated NAICS Code is 238290 and the Small Business Size Standard is $22.0M.

The USDA, Agricultural Research Service, Plains Area, Manhattan, KS requires the replacement of door operators. The Government intends to award a firm fixed price purchase order.

The requirements are further detail in the attached Requirements Document.

  3. Attachment 1 Specifications 12805B24Q0234. Contractor shall read and comply with all specifications, and it shall be submitted with the offer.
  4. Authorized Vender or Manufacturer verification. Provide verification document as an authorized vendor on company letterhead. No third party or pass-through offers will be accepted.
  5. Contractor must have an active uei Sam registration to be able to submit a quote. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov).

FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document.

The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in
accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology.

All sources wishing to quote shall furnish a quotation by 5:00 p.m. Central Time, on or before May 3, 2024. Quotations are to be sent via email to Peter Nelson at peter.b.nelson@usda.gov

Background
The USDA, Agricultural Research Service, Plains Area, Manhattan, KS requires the replacement of door operators. The Government intends to award a firm fixed price purchase order. The facilities’ entry way doors have hydraulic openers which are now obsolete and not operating correctly.

Work Details
The project is to replace the auto door operators on the main entrance exterior doors (two sets of exterior doors with a vestibule) that are not functioning properly and to add an auto door operator to door off of the front lobby. The auto operators on the exterior doors will be replaced with heavy duty single operators with low energy setup features. With air and stack pressure monitoring, the door activation shall consist of two wireless push plate activation devices. They shall have lock monitoring, latch retry, and electronically controlled torque to keep door speed the same throughout the opening and closing processes regardless of wind torque. Both sets of doors will have 3 position switches in the header (on/off/hold open). The security circuit board will interface with the mag lock and access control hardware. The safety circuit board will have an easy plug in for door mounted safety sensors. The finish will be Dark Bronze anodized. ANSI compliance: ANSI A156.10 and ANSI A156.19. Door weight: up to 700 lbs. per operator. Stack pressure compensation, Intelligent trajectory control, Extended Closing Torque (ECT). The auto operators on the interior vestibule doors will be replaced with light duty simultaneous pair operators with low energy setup features. With air and stack pressure monitoring, the door activation shall consist of two wireless push plate activation devices. They shall have lock monitoring, latch retry, and electronically controlled torque to keep door speed the same throughout the opening and closing processes.

The construction projects for replacing door operators will be performed at USDA – ARS – CGAHR, 1515 College Ave, Manhattan, KS 66502.
