Replacement of Automatic Transfer Switch (ATS) to Emergency Generator

Background
The Department of Homeland Security, specifically the United States Coast Guard Base Los Angeles Long Beach, is issuing this contract for the replacement of an Automatic Transfer Switch (ATS) connected to the emergency generator. The goal of this contract is to ensure that the emergency generator, a Cummins Onan model OT225, operates effectively during power outages by installing a new ATS that meets current standards and requirements.

Work Details
The contractor shall provide all labor, equipment, tools, and materials necessary to safely replace the existing Automatic Transfer Switch (ATS) connected to the emergency generator. The work includes:
- Developing a plan for the safe removal and disposal of the existing ATS.
- Communicating and scheduling with the Base LA/LB Facilities Engineering Department and the Contracting Officer's Representative (COR) regarding power shutdowns.
- Ensuring compliance with OSHA safety standards for high voltage electrical components.
- Installing a new ATS that meets or exceeds the rated amperage and voltage of the existing emergency generator. The new ATS must monitor both power sources, signal generator startup, automatically transfer power, and return load to primary power once stable utility power is available.
- Disconnecting and removing the existing Onan OT 225 ATS.
- Furnishing and installing a new 225 Amp UL-listed Automatic Transfer Switch.
- Ensuring seamless integration with standby generator and facility electrical service.
- Performing testing and commissioning to verify full functionality under simulated power failure conditions.
- Providing operational training for maintenance personnel and submitting manufacturer’s manuals, wiring diagrams, and warranty information. All waste must be disposed of off base according to local regulations.

Period of Performance
The contractor must complete all work within 30 days from the award of the contract.

The project site is located at Building 22, US Coast Guard Base Los Angeles Long Beach, 1001 South Seaside Avenue, San Pedro, CA 90731.
