Background
The contract is issued by the NAVFAC Engineering Systems Command Southeast, aimed at replacing waterfront transformers and igloos at Naval Station Mayport, Florida. The mission of this project is to enhance the electrical infrastructure and ensure operational efficiency for the naval station. This procurement is being solicited on an unrestricted basis, inviting full and open competition. The project magnitude is estimated between $25,000,000 to $100,000,000.

Work Details
The contractor will perform a Design-Build (DB) construction project that includes:

1. Replacement of waterfront transformers and igloos at Naval Station Mayport, FL.
2. Base bid includes repairs to Delta New Building, BRAVO-2 Bldg. #1923, ALPHA Bldg. #2307, and DELTA Waterfront Bldg. #421.
3. Options for additional work include:
- Option 1: Repairs to ECHO-2 Bldg. #1570.
- Option 2: Repairs to ECHO-1 Bldg. #1571.
- Option 3: Repairs to ECHO-3 Bldg. #1971.

The contractor shall provide all labor, supervision, materials, equipment, and applicable safety precautions necessary for the execution of the work as per the Design-Build Request for Proposal (RFP).

Period of Performance
The contractor must begin performance within 15 calendar days after receiving the notice to proceed and complete it within 1600 calendar days.
