Replace Uninterpretable Power Supply (UPS) Batteries located at WTC, floor 53. The UPS Battery cabinets currently supporting essential IT infrastructure in the building have not undergone battery replacement since 2017/2018-time frame. The batteries installed Model 12HX505-FR are VRLA-type units with a manufacturer-rated design life of approximately 5-7 years under optimal conditions. Given the elapsed time, these batteries have exceeded their expected service life and pose a growing risk of failure which could compromise operational continuity during a power interruption.

Q: Battery type exact or original

A: SOW specifies model, OEM approved, cannot be more than 6 months old

Q: - will the batteries need to be installed after normal work hours or during regular business hours

A: All work is scheduled during the normal business hours.

Q: What is the Model number of the UPS Cabinet?

A: 38BP120XWX1BNS, and we have 3 of them. The battery model is 12HX505-FR

Q: Are Capacitor and fan replacements part of the scope?

Q: What is the kVA/amps rating?

A: KVA rating is 125, output is 120KVA. 293 max AMPS at 400 VDC

Instructions on Scheduling and Building Access:

Scheduling:

If the technician/vendor requires loading dock access Durst will have to confirm approval. Only then will I be able to schedule a date and time for Loading Dock Access (VS3). All insurance must be approved, and the scheduled delivery date must be entered in the VS3 (loading dock system) 24 hours in advance from the schedule delivery date. FYSA, the loading dock could approve or deny a scheduled delivery date based on the above criteria. Lastly, I will email the vendor (delivery company) once approval is granted, requesting drivers' information (see attached) , vendor information (see attached), vehicle information (see attached), in addition I will ask the vendor for potential delivery dates and times.

Insurance & Building Access Process

Please note: If the technician and/or vendor does not need loading dock access meaning that they can carry their equipment in a utility bag. An approved (COL & Hold Harmless) must be on file before a technician could be granted access entirely then please provide a list of names of each technician, date, and a time for when they would like to perform services. This information must be entered in the visitor alert system prior to gaining access.

  1. Insurance packet (1WTC insurance requirements & Hold Harmless) filled out by vendor.
  2. Vendor emails Tenant (FEMA) the insurance packet completed.
  3. Tenant (FEMA) emails Insurance packet to Durst.
  4. Durst reviews insurance packet.
  5. Tenant (FEMA) contacts Durst regarding Insurance status for vendor.
  6. Durst Approves Insurance requirements.
  7. Tenant (FEMA) inputs technician info, date, and time of service into the visitor alert system.

Background
The Federal Emergency Management Agency (FEMA) is responsible for coordinating the federal government's response to natural disasters and emergencies. This contract aims to replace Uninterruptible Power Supply (UPS) batteries located on the 53rd floor of the One World Trade Center, which support critical IT infrastructure.

The existing batteries, installed in 2017/2018, have exceeded their expected service life and pose a risk of failure that could disrupt operational continuity during power interruptions.

Work Details
The contractor shall provide all tools, labor, and materials necessary for the procurement, delivery, assembly, and installation of 120 Uninterruptible Power Supply (UPS) Batteries at One World Trade Center, 285 Fulton Street, 53rd floor, New York, NY. The work includes:
- Removal and decommissioning of three existing battery strings (40 batteries each) without disrupting facility power; the UPS will be placed on bypass during this process.
- Installation of new batteries of identical or manufacturer-approved specifications along with necessary hardware such as terminal bolts and connectors.
- Testing and charging of new batteries according to manufacturer recommendations before cut-over.
- Installation of new DC capacitors as per guidelines.
- Adherence to safety protocols including electrical safety measures and proper disposal of hazardous materials.
- Coordination with building personnel for access to electrical panels and ensuring fire safety measures are in place during work.
- Post-installation testing including battery discharge tests and thermal scans to ensure operational integrity.
