Description

Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for roof replacement Building 125 Slater Rd, Fort Bliss, located within the Fort Bliss TX Installation.

1. The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to address the need to remove existing roof system at building 125 and provide a new metal roof shingle roof system including some wood plank deck replacement, new self-adhering underlayment, new metal roof shingles, install in accordance with roofing manufacturer's recommendations. Provide a 30-year manufacturer's warranty with a 120-mph wind speed coverage. Building 125 is a historical building. Therefore, the Environmental Division (ED)- Historic Preservation Program shall review and approve all material submittals for accessories, sealants sheet metal, replacement soffit, replacement fascia, paint colors, roof shingles, etc. before contractor can start work. The Contractor shall provide all work, labor, materials, related fees, and related services for construction requested herein until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract, by the Government in a professional and collaborative environment to sustain mission requirements. Construction services and finished products shall be delivered on schedule, safely, and compliant with regulatory codes and standards. The period of performance shall be one hundred and twenty days (120) calendar days after issuance of Notice to Proceed (NTP). The work to be performed under this contract will be performed at Building 125, Slater Rd, located within the Fort Bliss TX Installation

2. This acquisition is set aside for HUBZone Small Business under NAICS 238160 (Size Standard $19 Million). The estimated procurement value ranges between $500,000 and $1,000,000.

3. All work shall adhere to and comply with the most current International Code Council (ICC), the Unified Facilities Criteria (UFC) https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc [military amended codes], NFPA 101 Life Safety Code, the Architectural Barriers Act (ABA) and all other Local, State and Federal Regulations, Codes, and Standards. All Unified Facilities Guide Specifications (UFGS) shall be used for this project (https://www.wbdg.org/guides-specifications). The Contractor shall provide all labor, supervision, transportation, vehicles, supplies, equipment, materials and services required to perform work under this contract. The Contractor shall, as necessary, provide all equipment needed to perform the work safely and to meet the requirements herein.

4. All work under this contract will be performed within the confines of the Fort Bliss Military Installation, at Fort Bliss, TX. The Wage Determination: General Decision Number: TX20250245 06/13/2025; Superseded General Decision Number: TX20240245; State: Texas; Construction Type: Building; County: El Paso County in Texas, will govern work under this contract. The bid guarantee shall be at least 20% of the bid price but not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price.

5. An organized site visit will be conducted, with details available in the solicitation. The tentative date for issuing the solicitation is on or about 30 July 2025, bid opening is to be determined (TBD), and completing contract performance 120 calendar days after NTP under TBD solicitation number.

6. The technical exhibits will be available for inspection without charge through SAM.gov at https://sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://sam.gov to receive a government contract award. Online Representations and Certifications Application (ORCA) must also be current and include NAICS 238160 to qualify to receive a contract award.
