Background
The project involves the replacement and repair of the roofing system at Building 2, Fort Bliss, Texas. The Directorate of Public Works is overseeing this contract, which aims to enhance the facility's structural integrity and energy efficiency through the installation of a new TPO roofing system. The estimated construction magnitude for this project is between $5,000,000 to $10,000,000. This solicitation is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB).

Work Details
The contractor will remove the existing roofing system down to the structural deck and replace it with a fully adhered 72 mil TPO (Thermoplastic Polyolefin) roofing system with R-38 insulation and 5/8-inch glass-mat roof board. Specific tasks include:

- Removing existing gutters and installing new ones;
- Providing new base flashing and metal covers at expansion joints;
- Installing tapered rigid insulation for positive drainage;
- Ensuring proper flashing at all roof penetrations;
- Providing roof walk pads;
- Conducting roof deck repairs;
- Replacing all flashing at pipe penetrations with new TPO membrane boots;
- Raising scupper levels for insulation installation;
- Surveying rooftop equipment for temporary removal and reinstallation;
- Developing a phasing plan to minimize service disruptions; and
- Ensuring compliance with applicable building codes and safety regulations.

Period of Performance
The period of performance for this contract is 180 calendar days following the issuance of the Notice to Proceed.
