This is is a Design-Bid-Build project that will Replace R22 Refrigeration Equipment at Commander Fleet Activities Yokosuka, Japan. The project will contemplate replacing refrigeration equipment (chillers, reefers & air conditioning units) containing R-22 in approximately 22 facilities assigned to Commander Fleet Activities Yokosuka (CFAY). The locations are Yokosuka Main Navy Base, Yokohama North Dock and New Sanno Hotel, Tokyo. Replaced equipment shall utilize an EPA SNAP (Environmental Protection Agency's Significant New Alternative Policy) approved refrigerant with an ODP (Ozone Depletion Potential) of zero. Cooling capacity of replaced refrigeration equipment will be the same as the existing. Hazardous material (HAZMAT) in the form of asbestos and lead based paint is known to exist in some facilities. Contractor will use historical data available and will perform additional testing to determine the extent of HAZMAT that may be disturbed in the course of work. HAZMAT abatement will be limited to that necessary to safely complete the scope of work.

This procurement contains a base bid and three additive items, hereafter referred to as option items as follows:

CLIN 0001 Replace Refrigeration Equipment, 2 Facilities, Contract Duration 605 days

CLIN 0002 Option Item 1, Replace Refrigeration Equipment, 11 Facilities, Contract Duration 970 days

CLIN 0003 Option Item 2, Replace Refrigeration Equipment, 4 Facilities, Contract Duration 970 days

CLIN 0004 Option Item 3, Replace Refrigeration Equipment, 1 Facility, Contract Duration 605 days

In accordance with DFARS 236.204, the magnitude of this construction project is estimated between 1,000,000,000JPY and 2,500,000,000JPY.

This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed-price contract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only.

The locations are Yokosuka Main Navy Base, Yokohama North Dock and New Sanno Hotel, Tokyo.

GENERAL BID NOTES

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

BID VALIDATION

Bids shall be valid for 120 calendar days after the date offers are due. Option pricing shall be good until 31 March 2022.

PRE-BID CONFERENCE AND SITE VISIT

Information for a Pre-Bid Conference and/or Site Visit pertaining to this project is unavailable at this time, and if offered, information will be issued via Amendment.

CONTRACTOR LICENSING REQUIREMENTS

Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.

STATUS OF FORCES AGREEMENT
The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, the U.S. Government may consider designating eligible employee(s) as Members of the Civilian Component under Article I(b) of the SOFA.

SYSTEM FOR AWARD MANAGEMENT

All Offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered and have an active status in the System for Award Management (SAM) database at the time an offer/quotation/bid is submitted to be eligible for award. For more information please go to https://www.sam.gov, and complete the provisions associated with the annual representations and certifications identified in the Federal Acquisition Regulation (FAR) Subpart 4.1202 and Defense FAR Supplement (DFARS) Subpart 204.1202.

An Offeror is required to be registered in SAM when submitting its offer/quotation/bid, and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from this solicitation.

CAUTION: All Offerors are required to be registered in SAM at the time their offer/quotation/bid is submitted. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award.

This acquisition will be issued on an unrestricted basis in accordance with FAR 6.1.
