Description

The United States Government (US Government) requires the services of a contractor to replace the intercommunication systems at all 20 of its consular windows, paging system for general consular waiting area and associated waiting area outside of the building. The consular intercom system is composed of a two-way communications system at each consular window to facilitate communication between the consular employee(s) and the applicant(s). The contractor selected shall provide and install two-way intercommunication system (microphone, speaker, and control unit) at the specified consular windows. The intent is to provide a fully operational system with voice amplification to facilitate communication by both teller and applicant at each Consular Teller Window without requiring each to raise their voices, and to provide a clear audio experience of paging system for applicants in interior and exterior general consular waiting area. The work includes removing existing intercommunication equipment, installation of the new equipment, testing the new equipment, and training staff how to operate and maintain the equipment. As the work is to be performed in stages minimizing disruption to operations, the installation of new intercommunication system must not degrade or impact the performance of the remaining intercom systems. A site visit will be offered during the bid submission period.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior work under contract 19N06025C0007, awarded to RTS Solutionz for $110,796 (09/25/25–04/30/26) for “CONSULAR INTERCOM SYSTEM REPLACEMENT” (PR15643678). The current requirement similarly calls for replacing consular window intercommunication equipment with two-way microphone/speaker/control units, along with removal of existing components, staged installation to avoid disrupting remaining systems, testing, and staff training—suggesting the new effort may be a continuation or follow-on phase of the same intercom replacement scope.
