Replace Greenhouse 3 and Renovate Headhouse Heating System (Stoneville, MS)

Background
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Jamie Whitten Delta States Research Center in Stoneville, MS, has a requirement to replace Greenhouse 3 and optionally renovate the Headhouse Heating System. This acquisition is set-aside for small business concerns, with a small business size standard of $45 million. The goal of the contract is to enhance the research capabilities at the center by upgrading essential facilities.

Work Details
The contractor will be responsible for the following tasks:
1. Replace Greenhouse 3, which includes demolition and construction activities as specified in the attached scope documents.
2. Optionally renovate the Headhouse Heating System, which may involve upgrades or replacements of heating components as detailed in the specifications and drawings provided in the attachments.
The work must comply with all applicable regulations and standards.

Period of Performance
The contract performance period is set for 180 days from the Notice to Proceed (NTP).

Place of Performance
All construction projects will be performed at the Jamie Whitten Delta States Research Center located at 141 Experiment Station Road, Stoneville, MS 38776.

Bidder Requirements
Bidders must meet several requirements to qualify for this solicitation:
1. Small Business Set Aside - Total (SBA).
2. Contractors must provide performance and payment bonds if their proposal exceeds $150K, with a guarantee amount not less than 20% of the proposed price but not exceeding $3 million.
3. Bidders must have relevant contractor or trade licenses and demonstrate technical experience through a detailed listing of at least three similar projects completed within the last five years.
