ISSUE DATE: 03 December 2025

Contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to replace approximately 22 electric panels manufactured by Federal Pacific Panels while maintaining power to Smith Hall.

The Contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 31 December 2026.* The time stated for completion shall include final cleanup of the premises. *On site period of performance from 1 April 2026 through 31 December 2026.

The estimated value of the procurement is between $1,000,000 and $5,000,000.

Performance and Payment bonds will be required.

Solicitation packages are available on 3 December 2025. The date set for receipt of bids is 06 January 2026 at 2:00 pm.

The applicable North American Industry Classification System (NAICS) code is 238210 Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $19 Million.

This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue at the following site: https://sam.gov.

Background
The U.S. Coast Guard Academy is issuing this contract to replace approximately 22 electric panels manufactured by Federal Pacific Panels while maintaining power to Smith Hall.

The mission of the U.S. Coast Guard is to ensure the safety and security of the nation's waterways and ports, and this project aims to enhance the electrical infrastructure of Smith Hall, which is essential for its operations.

Work Details
The contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required for the project.

The scope of work includes:
1. Removal of existing reinforced concrete low wall, wood cap, terrazzo cove base between entry lobby level and auditorium main lobby level; removal of some existing terrazzo flooring down to concrete floor slab; preparation of substrate for new terrazzo; removal of several wall-mounted light fixtures and wiring; removal of existing vertical lift including all hardware and electrical components.
2. Protection of existing building components that are to remain from damage including terrazzo floor and stairs, wood wall panels, and acoustic tile ceiling.
3. Patching and repairing holes in existing plaster walls where low wall was removed with plaster and lath to match existing.
4. Provision of a new curved monumental stair with curved steel stringers and straight terrazzo treads and risers; wood paneling at stair sides; stainless steel posts and cable railing system; solid surface display shelves with curved wood face panels; new inclined wheelchair lift system at existing stair including all necessary hardware and electrical wiring; preparation and painting of all plaster walls in lobby with two coats of interior latex paint.

All work must adhere to the specifications for Project No. 27641871, Drawings CC-1381 (36 sheets), and applicable wage rates.

Period of Performance
The contractor must commence work within ten (10) calendar days after receiving the notice to proceed, diligently prosecute the work, and complete it by 31 December 2026. The on-site period of performance is from 1 April 2026 through 31 December 2026.

Place of Performance
The construction projects will be performed at Smith Hall, U.S. Coast Guard Academy in New London, CT (New London County).
