Background
The contract is issued by the Naval Facilities Engineering Command (NAVFAC) for the design and construction of a new canopy roof system at Oceana Naval Air Station Dam Neck Annex, specifically at the Naval Special Warfare Development Group (NSWDG) Entry Control Point in Virginia Beach, Virginia.

The primary goal of this project is to provide sun and rain protection for users of the NSWDG Entry Control Point while ensuring minimal disruption to gate operations during construction.

Work Details
The contractor will be responsible for designing and constructing a new canopy roof system that utilizes ten existing columns and foundations located at the site. The new roof will cover approximately 5,600 square feet, matching the extents of the previous roof system.

Key tasks include:
1. Design documents must include basis of design, design drawings, specifications, calculations, and reports.
2. Ensure compliance with safety, quality control, security standards, and environmental management systems as outlined in various sections of the RFP.
3. Engage a licensed Professional Engineer as the Designer of Record (DOR) to verify existing foundations' suitability for supporting the new structure.
4. Construct a low slope roofing system using cold applied adhesive two-ply asphalt built-up roofing with specific insulation requirements and drainage considerations.
5. Implement a phased traffic control plan to maintain access during construction while ensuring safety and compliance with antiterrorism standards.
