CONTRACTOR SHALL PROVIDE ALL LABOR, MATERIALS, EQUIPMENT, REFRIGERANTS, ELECTRICAL COMPONENTS, CONTROLS, SUPERVISION, TRANSPORTATION, TOOLS, PERMITS AND INCIDENTALS NECESSARY TO COMPLETE THE REPLACEMENT OF 2 HVAC UNITS AND THREE THERMOSTATS AT USCG STATION NEW HAVEN, NEW HAVEN, CT 06512-3628 PER THE ATTACHED STATEMENT OF WORK.

Background
The United States Coast Guard (USCG) is issuing this contract for the replacement of HVAC units and thermostats at the USCG Station New Haven.
The goal of the contract is to ensure efficient heating and cooling systems are in place, which aligns with the agency's mission to maintain operational readiness and provide a safe environment for personnel.

Work Details
The contractor shall perform the turnkey removal and replacement of two existing outdoor HVAC condensing units and three interior thermostats.
The work includes:
1. Removal and disposal of two air-cooled outdoor condensing units, ensuring replacement units match existing specifications (tonnage, BTU capacity, voltage, phase).
2. Installation requirements include new filter driers, refrigerant line flushing or replacement, new service disconnects if necessary, electrical whip connections, vibration isolation pads, corrosion-resistant fasteners, and anchoring to concrete pads.
3. Compliance with EPA Section 608 for refrigerant recovery and proper disposal documentation. Systems must be pressure tested, evacuated to manufacturer specifications, charged with refrigerant, and commissioned according to manufacturer startup procedures.
4. Replacement of three existing thermostats with programmable digital models that support heat/cool modes and programmable scheduling. Verification of wiring configuration is required prior to installation.
5. All work must comply with International Mechanical Code (IMC), National Electrical Code (NEC), EPA regulations, and other applicable standards. Work must be performed by a licensed HVAC contractor with technicians holding current EPA certification.

Period of Performance
The period of performance for this contract is thirty (30) calendar days from the date of Notice to Proceed (NTP). All removals, installations, startup, testing, and commissioning must be completed within this timeframe.

The construction projects will be performed at U.S. Coast Guard Station New Haven located at 120 Woodward Ave., New Haven, CT 06512-3628.
