Background
The U.S. Coast Guard Academy in New London, CT is seeking contractors to repave various locations within the academy grounds. The goal of this contract is to enhance the infrastructure by improving road surfaces and drainage systems, ensuring safety and accessibility for all users. The estimated value of the project falls between $1,000,000 and $5,000,000.

Work Details
The contractor will be responsible for all labor, materials, equipment, transportation, disposal, and supervision necessary to repave specific areas including Campbell Drive, Eagle Drive, Pickering Road, and Lot J. Detailed tasks include:
- **Campbell Drive**: Removal of asphalt overlaid concrete pavement; removal of concrete curbs and storm drainage structures; installation of new storm drainage structures and pipe; construction of HMA pavement; installation of concrete curbs and sidewalks; creation of a porous concrete motorcycle parking area; construction of segmental block retaining walls; application of pavement markings; re-installation of a USPS Mail Drop Box.

- **Eagle Drive and Pickering Road**: Removal of HMA pavement and bituminous curbing; installation of storm drainage catch basins and associated pipes; construction of HMA pavement and concrete curbs; rerouting a storm drain trunkline; application of pavement markings.

- **Lot J**: Removal of HMA pavement, curbing, concrete sidewalk, storm drainage catch basin, and pipe; installation of new storm drainage catch basin and pipe; construction of traditional HMA pavement for drive aisles and porous asphalt for parking stalls; construction of concrete sidewalks and curbing; application of pavement markings. All work must comply with the specifications outlined in PSN 30134884 (175 pages) and Drawings P30134884 (55 sheets).
