Description

OHSEPR's overall objective is to procure a contractor to develop a U.S. training and technical assistance (T/TA) Center to support the U.S. Repatriation Program by 1) improving states' readiness for emergency repatriation through emergency planning activities; 2) providing information to repatriates applying for temporary assistance; and 3) providing information and training to states and jurisdictions providing temporary assistance to repatriates.
The Administration for Children & Families (ACF), a division of the U.S. Department of Health & Human Services (HHS), is seeking a contractor to develop a U.S. Repatriation Training and Technical Assistance Center. The purpose of the center is to improve states' readiness for emergency repatriation, provide information to repatriates applying for temporary assistance, and offer training and technical assistance to states and jurisdictions providing temporary assistance to repatriates. The center will address the lack of preparedness among states and territories for emergency repatriation, the lack of accessible information about the U.S. Repatriation Program for repatriates, and the lack of consistent information and collaboration among states and jurisdictions providing temporary assistance. The contractor will be responsible for establishing and operating the center, providing training and technical assistance, and collaborating with OHSEPR staff.

The U.S. Repatriation Program provides temporary assistance to private U.S. citizens and their dependents who have returned from a foreign country due to destitution, illness, war, or similar crises. The program includes both non-emergency repatriations and emergency repatriations during mass evacuations. Temporary assistance may include cash, medical care, temporary shelter, transportation, and other goods and services necessary for the health or welfare of individuals. HHS/ACF/OHSEPR is responsible for coordinating and providing temporary assistance within the United States to eligible repatriates, while states and territories are responsible for reception, provision of temporary assistance, and onward transportation of repatriates.

The contractor will be required to develop an annual work plan based on state needs and program priorities, provide ongoing training and technical assistance on repatriation topics, establish a responsive feedback loop with OHSEPR, submit quarterly reports on analytics and outcomes, ensure accessibility of products and materials through Section 508 compliance, and submit monthly program reports on contract tasks, deliverables, challenges, and financial information. The contractor will also be responsible for establishing and operating the T/TA Center, providing general customer service, collecting and organizing resources on repatriation practices, and collaborating with jurisdictions and federal staff to manage and respond to requests for assistance.
