Description

Background
The National Park Service (NPS), a bureau of the U.S. Department of the Interior, is responsible for preserving unimpaired natural and cultural resources for public enjoyment and education. This contract aims to ensure the safety and functionality of the Fire Suppression Water Tank at Richmond National Battlefield Park (RICH) by performing necessary repairs in compliance with applicable codes, including NFPA standards.

Work Details
The contractor will provide all labor, supervision, materials, tools, supplies, transportation, personal protective equipment, and support equipment necessary for the repairs to the Fire Suppression Water Tank. The work includes maintenance to bring the water tank up to code as per NFPA 22 2023 standards for water tanks used in private fire protection. All work must comply with relevant building codes including the International Building Code and any state or local amendments.

Specific tasks include:
- Repairing the Fire Suppression Water Tank system as per specifications outlined in attached documents.
- Ensuring compliance with all applicable prevailing codes during construction.

Period of Performance
The contract performance period is expected to be 120 calendar days after issuance of a full Notice-to-Proceed (NTP). The NTP start date will be established after submittals are approved.

Place of Performance
Richmond National Battlefield Park, 3215 East Broad Street, Richmond, Virginia 23223.

Bidder Requirements
This acquisition is a 100% Total Small Business Set-Aside. Bidders must be small businesses. Bidders are required to furnish performance and payment bonds. Additionally, bidders must demonstrate relevant experience through past projects similar to this scope of work.
PROCUREMENT TYPE: The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This firm-fixed price contract will be awarded using RFO FAR 12.203 and, the Lowest Price Technically Acceptable process as defined in FAR 15.101-2 shall be used in the requirement as authorized by RFO FAR 12.203 (c)(3). Accordingly, we are requesting you review the information within the solicitation and attachments.
SET-ASIDE: This acquisition will be a 100% Total Small Businesses (SB) Set-aside. Offers will only be accepted from small businesses. Offers received from concerns that are not SB concerns shall be considered nonresponsive and will be rejected.
NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238220 Plumbing, Heating, and Air-Conditioning Contractors and the small business size standard is $19 million.
WAGE RATES: Davis Bacon General Wage Decision Number: VA20260007, Richmond County, Virginia; Construction Type: Building
DURATION: The contract performance period is expected to be 90 calendar days from notice to proceed; the period of performance is negotiable.
