Contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to repair the following facilities:

T-Boat Pier, Railroad Overpass Bridge and Approach, Floating Dock Main Pier, Main Pier and Turnaround, White Boathouse Floating Dock Pier, Bulkhead, L44 Dock #1, Jacob's Rock Floating Dock #3, Jacob's Rock Floating Dock #4, Jacob's Rock Floating Dock #5, Crew Pier, and Floating Dock at Crew Pier at the U.S. Coast Guard Academy.

1. T-Boat Pier: work includes replacing timber piles, timber fender piles, timber
braces, timber curbing, fender pile caps, and timber chocks.

2. Railroad Overpass Bridge and Approach: work includes replacing timber decking and curbing.

3. Floating Dock Main Pier: work includes replacing timber rubstrips, a floating dock module, and cleaning and recoating the gangway platform support pile.

4. Main Pier and Turnaround: work includes removal of timber pile stubs within the berthing area, spall repair to the concrete curb, repairing the waterline break, repairing the broken water riser, providing a light, replacing the mooring
hardware's nut pocket sealant, and providing a ball valve on the fire standpipe.

5. White Boathouse Floating Dock Pier: work includes cleaning and recoating the steel guide piles, replacing the sacrificial anodes on the piles, replacing guide pile assemblies, replacing timber rubstrip, and repairing a cleat foundation.

6. Bulkhead: work includes cleaning and recoating the steel sheet pile wall, cleaning and recoating the cleats, reattaching the loose rubstrips, and demolishing the floating dock adjacent to the bulkhead.

7. L44 Dock #1: work includes reattaching the loose rubstrips, replacing a guide pile anode, replacing through rods on the floating dock, and replacing an electrical mound.

8. Jacob's Rock Floating Dock #3: work includes replacing the gangway retainer pins.

9. Jacob's Rock Floating Dock #4: work includes repairing the abutment
undermining and replacing the guide pile assembly roller/pins.

10. Jacob's Rock Floating Dock #5: work includes replacing a guide pile assembly.

11. Crew Pier: work includes replacing the timber decking, curbing, and diagonal braces.

12. Floating Dock at Crew Pier: work includes replacement of the floating dock
system.
The period of performance for the project is 190 calendar days from issuance of Notice to Proceed. The estimated value of the procurement is between $3,000,000 and $4,000,000. Performance and Payment bonds will be required. The tentative date set for receipt of bids is scheduled for 10 June 2025 at 2:00 pm. The applicable North American Industry Classification System (NAICS) code is 237990 - Other Heavy and Civil Engineering Construction with a small business size standard of $45 Million. This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns. Background
The U.S. Coast Guard Academy is issuing a contract for the repair of various waterfront facilities. The goal of this contract is to ensure the structural integrity and functionality of critical marine infrastructure, which supports the Academy's mission and operations.

Work Details
The contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to repair the following facilities: T-Boat Pier, Railroad Overpass Bridge and Approach, Floating Dock – Main Pier, Main Pier and Turnaround, White Boathouse Floating Dock Pier, Bulkhead, L44 Dock #1, Jacob’s Rock Floating Dock #3, Jacob’s Rock Floating Dock #4, Jacob’s Rock Floating Dock #5, Crew Pier, and Floating Dock at Crew Pier.

Specific tasks include:
1. T-Boat Pier: Replace timber piles, fender piles, braces, curbing, fender pile caps, and chocks.
2. Railroad Overpass Bridge: Replace timber decking and curbing.
3. Floating Dock – Main Pier: Replace timber rubstrips and a floating dock module; clean and recoat gangway platform support pile.
4. Main Pier: Remove timber pile stubs; spall repair to concrete curb; repair waterline break; replace mooring hardware sealant; provide a ball valve on fire standpipe.
5. White Boathouse Floating Dock Pier: Clean and recoat steel guide piles; replace sacrificial anodes; replace guide pile assemblies; repair cleat foundation.
