The contractor shall all labor, materials and equipment necessary for the construction of airfield and heavy-duty asphalt and concrete pavements for the repair of Transient Ramp Phase 1. This includes the demolition and removal of same, and other miscellaneous appurtenances, in accordance with the SOW.

1. This acquisition is a Small Business set-aside.
2. The NAICS Code is 237310; size standard is $45,000,000.
3. The project magnitude is between $500,000 and $1,000,000.
4. Contract performance period is 45 calendar days.
5. The contract type will be Firm Fixed Price (FFP).
6. A site visit will be held on 26 August 2025, at 10:30am (EST) with a meetup location at Main Gate Visitor Center on Dover Air Force Base, Delaware. Email the POCs listed below with full names, DoB, and Driver License numbers with the states of every person visiting by 20 August 2025, at 10:00am (EST) to arrange an escort.
7. Questions resulting from site visit must be submitted via email to the POCs below by 2 September 2025 at 1:00pm (EST).
8. Proposals due no later than 1:00pm (EST), 15 September 2025.
9. Proposals must be valid through 31 December 2025.

Background
The contract is issued by the United States Air Force for the repair of Transient Ramp Phase 1 at Dover Air Force Base, Delaware. The primary goal of this contract is to provide all labor, materials, and equipment necessary for the construction of airfield and heavy-duty asphalt and concrete pavements.

Work Details

1. Demolition and removal of existing pavements;
2. Repair and construction of heavy-duty asphalt and concrete pavements;

4. Coordination with Airfield Management and Air Traffic Control Tower;
5. Saw cutting and roto milling existing pavement to specifications;
6. Removal off-base of milling debris;
7. Preparation of milled surface;
8. Repaving with FAA Mix using PG 76-22 binder;
9. Ensuring tight paving joints;
10. Sealing off edges at transitions between old and new surfaces;
11. Developing a restriping plan to minimize asphalt bleed through after 30 days;
12. Providing a detailed work plan that outlines the duration and timing of the entire repair process.

The period of performance for this contract is from October 1, 2025, to November 15, 2025, with a total duration of 45 calendar days.
