Background
The contract is issued by the United States Department of Defense, specifically for the repair and upgrade of electrical systems and lighting at Okuma. The mission of this project is to ensure that the existing TH-6 and TH-7 electrical systems are modernized and compliant with safety and environmental regulations, particularly concerning the abatement of Polychlorinated Biphenyls (PCBs).

The goal is to provide a complete and usable facility that adheres to DoD, Air Force, and base design standards while integrating sustainable practices into the construction process.

Work Details
The contractor will perform the following tasks:
1. Remove and replace the existing TH-6 and TH-7 electrical systems and area lighting.
2. Demolish old transformer house buildings #6 and #7.
3. Replace existing pole-mounted transformers in TH-6 and TH-7 with US type outdoor transformer units that will be mounted on concrete pads with footings, mountings, and decorative wall enclosures.
4. Reroute wiring as necessary to connect power to new transformers.
5. Demolish and dispose of existing transformers, exterior enclosures, concrete and wooden poles, lighting fixtures, conduits, conductors, and controls.
6. Install new secondary main distribution panels equipped with lighting control panels within transformer enclosures.
7. Ensure all work complies with Government of Japan and Federal regulations regarding hazardous materials due to PCB contamination.
8. Provide all necessary work and appurtenances for a complete facility including determining laydown areas.

Period of Performance
The period of performance will commence upon receipt of the notice to proceed, with a total duration of approximately 407 calendar days for completion.

Place of Performance
The work will be performed at Okuma.
