12. Description: This project will repair by replacement the three 50,000-gallon JP-8 underground storage tanks (USTs) at tank farm 3 and three 50,000-gallon JP8 USTs at tank farm 4 with three new double wall steel USTs at each farm. It will repair by replacing the filter building 11568 at tank farm 3. It will repair by replacement building 11583 and canopy 11584 at tank farm 4. It will also provide associated site improvements to include required signage, paving, concrete slabs, and curbs, totaling approximately 28,4000 square feet. These are existing components which will be repaired. The project will construct a new 400 square
foot insulated metal retail service station with attendant's office, restroom, and eyewash station. It also provides a liquid fuel truck fill stand for diesel fuel at tank farm 4. A new 4,000-gallon double wall steel product recovery tank at tank farm 4 will be installed. It provides a concrete pad and new standby generator at tank farm 4. Site improvements to include paving, concrete slab and curbs totaling 2,000 square feet are included in the construction scope.

14. Set-aside Status: IAW 5.205(f)-
i. Acquisition is being offered for competition limited to eligible 8(a) participants
ii. North American Industry Classification System (NAICS) code: 237120
iii. Eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages; and
iv. Interested 8(a) participants may request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program.
15. Magnitude: IAW DFARS 236.204(i) - Between $10,000,000 and $25,000,000

2. Any 8(a) prospective sources may submit a bid which shall be considered by the agency. The solicitation package will be available only through Electronic Posting System (EPS) and is anticipated to be posted on or about 24 April 2023 on the SAM.gov web page. All bids will be due on or about 24 May 2023. Once the solicitation is posted, it will then become the responsibility of the interested parties to review this site frequently for any updates/amendments. Any prospective contractor must be registered and active in the System for Award Management (SAM) in order to be eligible for award. To be considered, responsive offerors must register in SAM at https://www.sam.gov/portal/public/SAM/ before submitting an offer. Background
