Background
The project involves the repair of the eroded lagoon wall or clay liner, replacement with a geomembrane liner, and installation of a leak detection system in Wastewater Lagoon 1 at Laughlin Air Force Base, Texas. The project is a design-build contract, with the contractor responsible for completing a 100% design and the construction of the approved design as described in the document.

Work Details
The scope of work includes determining condition and integrity, establishing design criteria, performing design, implementing repairs, installing systems, and performing any required performance tests applicable to state and federal regulations. The contractor is also responsible for investigating existing conditions, obtaining necessary engineering design data through on-site investigation, reconnaissance, and surveys, recommending components for demolition and replacement, conducting testing to ensure design criteria are met during repair of the lagoon, and coordinating with regulatory bodies for environmental compliance. Additionally, the contractor is required to complete a 100% design to repair the eroded wall, install a new geomembrane liner, and install a new leak detection system for Wastewater Lagoon 1.

Period of Performance
The period of performance for Notice to Proceed (NTP)#1 is 135 calendar days. The PoP for NTP#2 is 60 calendar days. The PoP for NTP#3 is 150 calendar days.

Place of Performance
The construction projects will be performed at Laughlin Air Force Base in Texas.
