Repair/Replace Greenhouse Panels

Stillwater, OK

The Agricultural Research Service, Plains Area Administrative office, Acquisition and Personal Property office intends to solicit and award a single firm-fixed-price contract for repairing/replacing Greenhouse Panels damaged by hail in Stillwater, OK. This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued under Request for Quotation (RFQ) number 1232SA25Q0256.

This requirement is being solicited under NAICS code 238160, Roofing Contractors and is set-aside for HUBZone Small Businesses. The size standard is $19M.

All FAR references are based off FAC 2025-04, Effective 11 June 2025.

These services will be awarded as firm-fixed price contract.

FAR 52.212-1, Instructions to Offerors-Commercial, is applicable to this acquisition. An addendum will be added on page 11.

FAR 52.212-2, Evaluation of Offerors, is applicable to this acquisition.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. FAR Part 13 Simplified Acquisition Procedures utilizing Lowest Priced Technically Acceptable (LPTA) factors will be used for the evaluation process. The following factors shall be used to evaluate offers:

1. Technical Factor #1. Vendor submits two recent and relevant projects demonstrating the capability to perform this type of work. Failure to submit this, or failure to obtain satisfactory or better comments from contacts provided shall cause the vendor to be rated technically unacceptable.

2. Technical Factor #2. Vendor is checked Yes as being a SBA certified HUBZone in dsbs.sba.gov. Failure to be SBA certified as a HUBZone will cause the vendor to be rated unacceptable.

If an offeror receives an adjectival rating of unacceptable in any factor they may not be eligible for contract award.

Offeror must sign and date the 52.212-1 Addendum found of page 11, along with all amendments posted to sam.gov for 1232SA25Q0546.

FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and no addendum has been added.

FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and applicable clauses within 52.212-5 to this acquisition have been marked with three X's.

Background
The Agricultural Research Service (ARS), Plains Area Administrative office, Acquisition and Personal Property office is soliciting a single firm-fixed-price contract for the repair and replacement of greenhouse panels damaged by hail at the Wheat, Peanut, and Other Field Crops Research Unit in Stillwater, OK.

This project is essential to maintain the integrity of the greenhouses and support ongoing research activities vital to the Unit's mission.

Work Details
The contractor will be responsible for repairing or replacing roofing panels on four greenhouses (1, 3, 4, and 5) using specified materials.

Greenhouse #1 requires the removal of 28 damaged panels and installation of new 6’ X 20’ 8mm clear twin wall polycarbonate panels. Greenhouse #3 requires similar work with 26 panels. Greenhouse #4 will have 14 corrugated clear polycarbonate panels replaced. Greenhouse #5 will also have 28 twin wall polycarbonate panels replaced.

The contractor must ensure that all materials match existing specifications or are equivalent. Additional tasks include replacing water vent jacks and coordinating utility outages necessary for the work.

Place of Performance
The construction projects will be performed at the Wheat, Peanut, and Other Field Crops Research Unit located at 1301 N Western Road, Stillwater, OK 74075.
