Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QB0000038 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Costal Mechanics Company, Inc (CAGE Code: 5N111) as a result of this synopsis/solicitation. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturer (OEM) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.

Background
This solicitation is issued by the United States Coast Guard (USCG) for the repair of transformer rectifiers used on the MH-65 helicopter. The goal of this contract is to ensure that these critical components are restored to operational condition, thereby supporting the USCG's mission of search and rescue operations. Work Details
The contractor is required to perform the following tasks:

1. Conduct a test and evaluation upon receipt of components to determine their condition.

2. For items found Ready for Installation (RFI) or Beyond Economical Repair (BER), prepare a failure data report and return parts as-is.

3. Major repairs must be performed on non-RFI components to restore them to RFI condition according to OEM specifications.

4. Inspect for corrosion; if found, disassemble as necessary to remove or replace affected parts, adhering to OEM specifications and FAA guidelines for corrosion control.

5. Perform all repairs in accordance with applicable OEM Component Maintenance Manuals (CMMs) and other repair specifications, ensuring no changes are made without USCG approval.

6. Provide all necessary parts, materials, labor, tooling, test equipment, and facilities for evaluation and repair at either the contractor's facility or a USCG-approved facility.

Period of Performance
The period of performance will be defined within the terms of the purchase order following award.

Place of Performance
Work will be performed at the Contractor’s facility or a USCG approved facility.

Bidder Requirements
Bidders must have access to required CMMs and repair specifications, as well as USCG approved Engineering Change Approval documentation. They must also demonstrate expertise in performing major repairs on these assemblies and provide OEM traceability for replacement parts.
