Description

This announcement constitutes a Notice of Proposed Contract Action. The Office of AFSC/PZABA intends to award a contract in support of REPAIR OF TPA-81A ENHANCED TRAFFIC COLLISION AVOIDANCE SYSTEM (ETCAS)

This requirement is for Repair Services of the TPA-81A ETCAS program.

This is a notice of intent that WR-ALC anticipates issuing an Indefinite Delivery acquisition for a five year Requirements Firm Fixed Price (FFP) type contract with one basic contract period for 12 consecutive months and four 12 month ordering periods with an optional 6 month extension for NSN 5841-01-470-8036CX (Radar Processor).

The proposed contract action for this requirement will be sole source to the following Contractor:
Honeywell International INC.

This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.301-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Please be advised that there is NO TECHNICAL DATA AVAILABLE and is proprietary to the identified source above. Therefore, this notice is NOT a request for competitive proposals as the Government does not own or possess the data necessary to facilitate competition for these services.

However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely withing the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

Electronic procedures will used for this solicitation. Approximate issue date of the solicitation is 13 October 2022. Approximately response date for receipt of proposal is 14 November 2022.

As this effort is currently considered a sole source requirement; the RFP will NOT be posted to SAM.GOV.

In accordance with AFI 16-201 for this contracting action, the participation of foreign contractors is not permitted.
