Repair of the Main Rotor Blades and Tip Caps on the MH-65 Aircraft

QUESTION: Is it acceptable to perform with a PERAM 145 certification and not with EASA 145?

ANSWER: The contractor shall be either a FAA Part 145 Approved Repair Facility or a European Aviation Safety Agency (EASA) Part 145 Certified Repair Facility.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 70Z03825RB0000003 is issued as a Request for Proposal (RFP) using the procedures of FAR 12 in conjunction with FAR 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 effective January 17, 2025.

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is being solicited on a sole source basis. All responsible sources may submit a capability statement or proposal which shall be considered by the agency.

The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Elizabeth City, NC intends to negotiate and award an Indefinite Delivery Requirements type contract to Airbus Helicopters, Inc. of Grand Prairie, TX on an other than full and open competition basis under the authority of FAR 6.302-1 for the test, evaluation, and repair of Main Rotor Blades and Tip Caps. Parts will be serviced via issuance of individually funded Task Orders. Airbus Helicopters France (Cage Code F0210) is the original equipment manufacturer (OEM) of the parts in this requirement and their only approved source of supply/service in North America is Airbus Helicopters, Inc. The contract will consist of a one-year Base Period and, if exercised, up to four (4) one-year Option Periods.
