Background
This requirement is for the repair of the Frequency Bolometer (NSN 6625-01-551-2665KV, P/N 5166209-2), a test asset used by the F-15 Aircraft Intermediate Shop (AIS) automatic test system to ensure operational capability of both Air Force and Foreign Military Sales F-15 avionics and radar systems.
The acquisition will result in a new firm-fixed-price requirement contract issued by Support Equipment – Automatic Test, AFSC/PZAAC, Robins AFB, GA, consisting of a one-year Basic Ordering Period and four subsequent one-year Ordering Periods (five years total) with a base quantity of four units per period (20 total repairs).

Work Details
The contractor shall repair Frequency Bolometer units in accordance with:
- T.O. 00-25-234 General Shop Practice requirements for repair
- MIL-PRF-23377J(2) Primer Coating Epoxy, High Solids
- MIL-PRF-19500N General Specification for Semiconductor Devices

Contractor-furnished replacement parts must equal or exceed OEM specifications, be interchangeable without alteration, and follow standard parts approval procedures through the Defense Electronic Supply Center (DESC) or Defense Industrial Supply Center (DISC).
Any non-OEM part disapproved by DESC/DISC requires Procuring Contracting Officer (PCO) approval with engineering concurrence.
Original design and functional capabilities shall not be modified unless documented and approved.

The contractor will certify all items are tested and inspected to OEM or equivalent commercial standards.
Repairs shall be shipped in accordance with contract delivery turnaround times:
- Routine requirements as specified
- SURGE within 15 calendar days
- MICAP within 30 calendar days
Delivery performance shall not exceed one late delivery per quarter; the contractor must notify the PCO of any delays and negotiate new delivery dates.

Additional requirements include early identification and reporting of misidentified or missing modules, immediate reporting of No Fault Found (NFF) items, submission of Beyond Economical Repair (BER) and Beyond Physical Repair (BPR) requests per cost and damage thresholds, demilitarization of BPR items per DoD 4160.21-M-1, and assistance with deficiency report investigations per T.O. 00-35D-54.

Period of Performance
One-year Basic Ordering Period plus four one-year Ordering Periods (total of five years).

Place of Performance
Repair performed at the contractor’s facility; delivery of serviceable assets to Support Equipment – Automatic Test, AFSC/PZAAC, 235 Byron St, Bldg 300 Ste 19A, Robins AFB, Georgia 31098-1670.

Bidder Requirements
Offeror must be able to source OEM-equivalent or government-baseline replacement parts, follow DESC/DISC standard parts approval procedures, and certify repairs to OEM or equivalent commercial standards.
Offeror must comply with T.O. 00-25-234 and applicable MIL-PRF specifications, maintain a quality program capable of root cause analysis per T.O. 00-35D-54, and perform demilitarization of condemned items per DoD 4160.21-M-1.
The contractor must also meet contract-specified delivery turnaround times and surge/MICAP requirements.

This effort is a requirement for the repair of the Frequency Bolometer , NSN: 6625-01-551-2665KV, Part Number (P/N) 5166209-2. This is a repair effort for items used as part of the Avionics Intermediate Shop (AIS) test equipment. These items are required to ensure adequate testing results of the automatic test system or the unit under test. The F-15 Aircraft Intermediate Shop (AIS) Test Equipment is required to ensure proper operational capability of both Air Force and FMS F-15 aircraft avionics and radar systems.

The acquisition is for the repair of four (4) each consisting of a Basic Ordering Period and four (4) Ordering Period(s) proceeding the Basic (OP) for a total of twenty (20).

This action will result in the award of a new Requirement Contract consisting of five (5) one year Ordering Periods (OP). Resulting contract will consist of Firm Fixed Price (FFP) repairs and data line items.
