NAVAIR awarded a sole-source delivery order under Basic Ordering Agreement (BOA) N00019-20-G-0005 with Northrop Grumman Systems Corporation (NGSC), Melbourne, FL to provide sustainment and support for the unique spares parts for Developmental and Operational Test aircraft to include AA-1 and AA-2, repair E-2D Mission Equipment on Trainers that have not yet been delivered to the Fleet or are not in a configuration common to or usable on fleet E-2D aircraft and repair E-2D System/Software Integration Lab's (SIL's) Government Owned Material (GOM) non-fleet assets and assets that are not supported by Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS). The requirement is planned for 12 months.

NGSC is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITTIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or series will satisfy agency requirements . There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
