Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QB0000062 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).
The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a Total Small Business Set-Aside requirement. All responsible sources may submit a quotation which shall be considered by the agency.
It is anticipated that a firm-fixed price purchase order shall be awarded as a Total Small Business Set-Aside using tradeoff method as a result of this synopsis/solicitation. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.

This solicitation is issued by the United States Coast Guard (USCG) for the repair of components utilized on the MH-65 helicopter. The goal of this contract is to ensure the operational readiness of these helicopters, which are primarily used for search and rescue missions. Work Details
The contractor is required to repair the following items:

- 6 Rear Fuel Tanks (NSN: 1560-14-516-1077, P/N: 704A44-500-074)
- 6 Center Right Fuel Tanks (NSN: 1560-14-516-1078, P/N: 704A44-500-073)
- 6 Center Left Fuel Tanks (NSN: 1560-14-516-1079, P/N: 704A44-500-072)
- 6 Front Right Fuel Tanks (NSN: 1560-14-516-1081, P/N: 704A44-500-071).

Upon receipt of components, the contractor must conduct a test and evaluation to determine their condition. Items will be classified as Ready for Installation (RFI) or Non-Ready For Installation (NRFI). Non-RFI items must be returned with an Unsatisfactory Report Tag. The contractor must provide all necessary test equipment and facilities for evaluation at firm-fixed prices. Access to required specifications and documents is mandatory. The contractor must maintain compliance with ISO 9001 or equivalent quality management systems and ensure all repaired units are airworthy, tagged appropriately with serviceable condition codes. A failure data report must accompany each repaired unit detailing the repair history and compliance with specifications.

Work will be conducted at the contractor’s facility or a USCG approved facility.
