Background
The Government is conducting market research to identify potential sources with the expertise, capabilities, and experience to repair/remanufacture multiple National Stock Numbers (NSNs) for the JSECST (Joint Service Electronic Combat System Tester) AN/USM 670/670A Subassemblies. This requirement aims to ensure full compatibility with the JSECST systems, which are critical for testing combat systems in various aircraft including F-15, F-16, A-10, C-130, and CV-22 Osprey.

The contract strategy is a five-year plan that will continue through FY33.

Work Details
The contractor shall provide repair services for the following NSNs: 5998-01-508-8194EW (CCA, Multiplier), 7021-01-508-8195EW (Computer, Digital), 4920-01-653-5316KV (Computer, Digital), and others listed in the solicitation. The contractor must furnish all material, support equipment, tools, test equipment, and services necessary for repairs. All contractor personnel handling items must possess a valid security clearance.

The contractor is responsible for maintaining and calibrating all support equipment at their facility or a subcontractor's facility. Contractor-furnished materials or parts used for replacement must equal or exceed the quality of original materials or parts. The required delivery schedule for repaired subassemblies is 120 business days after receipt of carcass (AROC).

Period of Performance
Five years (basic plus four ordering periods), continuing through FY33.

Bidder Requirements
Contractor personnel must possess a valid security clearance. Contractors should demonstrate experience in repairing the listed NSNs and be capable of providing documentation that supports their capability to meet these requirements.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, with Textron Systems Corporation awarded multiple prior contracts for repair of NSNs supporting the USM-670/JSECST, including FA851718D0001 (period 02/23/18–02/05/25, $7,078,346) and the JSECTS follow-on FA851723D0006 (period 07/14/23–07/13/28, $3,816,174). The prior work is described as repair of multiple NSNs/internal components for the same JSECST AN/USM-670/670A system and includes contractor-furnished support/test equipment and functional testing to determine electronic combat system status, which aligns closely with the current requirement to repair/remanufacture listed JSECST subassembly NSNs.

The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to successfully meet the qualification requirements to repair/remanufacture multiple National Stock Numbers (NSNs) to ensure full compatibility with the JSECST AN/USM 670/670A Subassemblies. This requirement is for repair services. Our repair services strategy is a five (5) year contract (basic plus four (4) ordering periods) and will continue through FY33. The projected quantities will be Best Estimated Quantities (BEQ) of 128 per year. The Nation Stock Numbers (NSNs) and BEQs are as follows:

All Contractor personnel handling items will need to possess a valid security clearance. JSECST AN/USM 670/670A Subassemblies are RMC (R3): Repair, for the second or subsequent time, directly from the actual manufacturer.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

The government will not reimburse participants for any expenses associated with their participation in this survey.
