Description

REPAIR OF JOTR HEADQUARTERS FIRE MAIN
Background
The National Park Service (NPS) is issuing this solicitation for the repair of the fire main at Joshua Tree National Park (JOTR). The project aims to ensure the functionality of the fire suppression system that serves various critical buildings within the park, including law enforcement, museum and cultural facilities, and resource management. The existing 8-inch ductile iron pipe has ruptured and requires replacement to maintain safety and operational standards.

Work Details
The contractor will replace approximately 180 linear feet of 8-inch ductile iron pipe with high-density polyethylene (HDPE) pipe. This includes:
- Replacement of the southern shut-off valve.
- Installation of fittings, adapters, and couplings necessary for the new pipe.
- Removal and disposal of approximately 540 square feet of asphalt to expose the fire main.
- Replacement/repair of any underground concrete thrust blocks as needed.
- Backfilling and compacting the area post-repair, followed by resurfacing with new hot mix asphalt.
- Conducting a performance verification test (PVT) in partnership with park engineers to ensure no leaks after installation.

Period of Performance
The contract performance period is from August 24, 2026, to November 24, 2026.

Place of Performance
Joshua Tree National Park, California.

Bidder Requirements
Bidders must meet the following requirements:
- Small Business Set Aside - Total (SBA).
- A bid bond is required if the bid exceeds $150,000.
- Contractors must furnish any required performance and payment bonds within 10 calendar days after award.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior work at Joshua Tree National Park: contract 140P8125P0031 for “Repair Headquarters Fire Main,” awarded to Copper Mountain Services for $47,000 (07/31/25–10/13/25). The current scope similarly involves repairing/replacing the JOTR headquarters fire main (including pipe replacement and associated valve/fittings and testing), which suggests the new effort may be a continuation or follow-on repair of the same fire suppression infrastructure.
