Repair of I/O Discrete Fail Logic Card

Background
The U.S. Air Force is seeking a one-time, performance-based contract for the repair of the F-16 Input Output (I/O) Circuit Card (P/N 7001644-49). This card is a critical component of the Digital Flight Controller within the F-16 Block 40/42/50/52 Flight Control System, responsible for processing pilot inputs and sending commands to the Integrated Servo Actuator amplifier. The goal of this contract is to ensure that the I/O card is restored to a serviceable condition, thereby supporting the operational readiness of the F-16 aircraft. The requirement is restricted to qualified sources, specifically Innovative Aerosystems Inc., CAGE Code 0EUW0.

Work Details
The contractor shall perform the following tasks:
1. Test and repair the F-16 I/O Discrete Fail Logic Card to a serviceable 'A' condition by replacing unserviceable components and reassembling parts to create a completely rebuilt item.
2. Conduct major overhauls involving complete or substantial tear-down into component parts, reworking or replacing most parts in the I/O Card. Reusable components must be utilized for restoring functionality while maintaining end item identification.
3. Maintain comprehensive test and repair records, including cost accounting records for all serviced items under this contract.
4. Comply with technical data requirements and instructions contained in the awarded contract, ensuring no changes are made to functional capabilities unless directed by authorized personnel.
5. Expedite repairs during surge demands due to national emergencies or spikes in demand, with priority given to MICAP (Mission Impaired Capability Awaiting Parts) requirements as directed by supply chain management personnel.
6. Ensure visibility of the repair process through asset accountability measures using national stock numbers and serial numbers as per CAVAF CDRL A001 guidelines.

Period of Performance
The specific period of performance will be defined in accordance with contract stipulations but will encompass all necessary timeframes required for testing and repairing the I/O card.

Place of Performance
The work will be performed at a facility owned and/or operated by the contractor.
