Description

NOTICE OF INTENT TO SOLE SOURCE
NOAA's Marine Operations Center, Acquisition Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with SUBSEA GLOBAL SOLUTIONS LLC, 12062 NM 27th AVE Miami, FL 33167 for repairs to NOAA Ship Gordon Gunter STBD Properller.
Sole Source Justification
Missions are compromised without repair. Risk of continued operation damaging recently
repaired shaft liners/seals/etc. that can only be repaired by returning the ship to drydock.
Such damage would also result in an emergency drydocking at great expense to the
government.
This vendor has already inspected, performed minor repairs from other contractor's work,
and understands the scope of work for these aged and not readily available propellers. This
vendor has completed repairs and modifications to similar low-noise propellers for MSC on
similar classed vessels with aged and worn propellers.
Special Notice
This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's requirements may submit substantiating documentation to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses can be sent via e-mail to christopher.baker@noaa.gov. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 1300 (1PM) EST on August 5, 2025. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.

Project Title: NOAA Gordon Gunter Propeller Repair
NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch requires that all contractors doing business with this office be registered with the System for Award Management (SAM). Background
NOAA's Marine Operations Center, Acquisition Branch, is seeking to negotiate a sole source contract with Subsea Global Solutions LLC for repairs to the NOAA Ship Gordon Gunter's starboard propeller. The mission of NOAA is compromised without these repairs, as continued operation risks damaging recently repaired shaft liners and seals, which would necessitate an emergency drydocking at significant expense to the government.

Subsea Global Solutions has prior experience with similar low-noise propellers and has already inspected and performed minor repairs on this vessel.

Work Details
The contractor will be responsible for the following tasks:
1. Conducting necessary repairs on the starboard propeller of the NOAA Ship Gordon Gunter.
2. Ensuring that all repairs are completed in a manner that prevents further damage to existing components such as shaft liners and seals.
3. Performing any modifications required to restore the propeller to operational standards, particularly focusing on aged and worn components that are not readily available in the market.

Period of Performance
The contract will be performed from August 5, 2025, to December 30, 2025.
