The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for: Repair Fire and Sprinkler System Deficiencies at the Beltsville Agricultural Research Center (BARC), 10300 Baltimore Ave, Beltsville, MD 20705.

Solicitation 12305B24R0043 is issued as a Request for Proposals (RFP). The Period of Performance (POP) shall be one hundred-eighty days (180) days from the issuance of the Notice to Proceed (NTP).

Site Visit: Offerors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The site visit will be conducted Thursday August 8, 2024, 10:00 AM ET. See FAR Clause 52.236-27 in the solicitation for more details.

Background
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for the repair of fire and sprinkler system deficiencies at the Beltsville Agricultural Research Center (BARC) located at 10300 Baltimore Ave, Beltsville, MD 20705.

BARC aims to provide the American public with a highly interdisciplinary scientific community and improve technologies that enhance agricultural systems. The Safety and Occupational Health Unit (SOHU) at BARC utilizes a fire protection system inspection program to ensure existing systems are operational. Several buildings have been identified with deficiencies that prevent proper testing under this program.

Work Details
The contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, and supervision necessary for the complete construction of repairs to the fire alarm and sprinkler systems in buildings B010A, B012, and B047A.

The objective is to repair or replace specific items identified in each building’s fire alarm and sprinkler system to make them operational or allow for current inspections. The contractor is responsible for testing their repairs to ensure full operation of these systems. Additional requirements include notifying representatives three days in advance if any utilities must be discontinued due to scheduled work, maintaining proper employee conduct on site, and ensuring OSHA training compliance for all workers.
