Sources Sought Notice and Industry Day for Project Repair Building 2008 on Joint Base Lewis-McChord, WA.

THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.

The United States Army Corps of Engineers (USACE), Seattle District, is seeking information regarding the interest, capability, and availability of qualified construction contractors to perform the Repair Building 2008 located at Joint Base Lewis-McChord (JBLM), WA. This sources-sought notice is a tool to identify businesses with the capability to accomplish contract requirements and is for information/market research purposes only and does not obligate the Government or Contractor in any way. No reimbursement will be made for any costs associated with providing information in response to this notice, or any follow-up information. Responses to this notice will be used by the Government to make appropriate acquisition decisions.

It is the intent of the Government to issue a Request for Proposals (RFP) and award a construction contract using a Best Value Trade Off (BVTO) source selection. The anticipated solicitation will be evaluated based on factors outlining the best overall value to the Government. The current intent is to solicit this requirement as a Small Business set-aside; however, Other than Small Businesses are highly encouraged to provide responses and participate.

PROJECT INFORMATION: NAICS: 236220, Commercial and Institutional Building Construction. Project magnitude is anticipated to be between $10M and $25M.

The Contractor shall supply all supervision, labor, equipment, and materials to perform all work in strict accordance with the contract drawings, contract specifications, the Statement of Work, and any identified attachments to provide exterior repairs, interior repairs, and a new HVAC and controls system at Building 2008.

Building 2008 is located in the historic district of Joint Base Lewis-McChord (JBLM), WA between the east-west streets of Pendleton Ave and Liggett Ave, and directly off the east side of N 3rd St. It was constructed in the early 1920s and functions as an administrative building for multiple user groups. Building 2008 has an occupied basement, three other occupied floors, and an attic. It no longer serves as a barracks and mostly has an interior function of administrative offices with supporting spaces. The main occupancy is business, and there are a multitude of various end-users in the building.

This project entails significant space and phasing constraints that will require careful coordination and execution.

INDUSTRY DAY INFORMATION: In conjunction with this Sources Sought, the Government will host an Industry Day at Building 2008, JBLM. The event is scheduled for 29 July 2026, starting at 9:00 AM and concluding at approximately 12:00 PM. Personnel shall meet outside the northeast entrance (C Wing) of Building 2008. This Industry Day is specifically for Repair Building 2008 on JBLM, WA. No other projects and projected projects will be addressed or discussed during this Industry Day.

Please Note: This Industry Day is for market research and information gathering purposes only. This event does not constitute the official site visit for the project. The official site visit will be formally scheduled and conducted after/if the solicitation is officially issued. During the Industry Day, the Government's primary role will be to show the project site to industry and garner industry feedback and concerns. Formal questions regarding the future solicitation cannot be answered at this stage; therefore, NO questions will be answered by the Government in response to this sources sought notice and industry day.

The Government is utilizing this Industry Day to engage with interested contractors to achieve the following objectives:

  1. Project Complexity & Constraints: Ensure industry partners fully understand the complexity of the project so they are accurately tracking space and phasing constraints prior to submitting a proposal, as this will be a BVTO procurement.
  2. Course of Action (COA) Feedback: Solicit feedback from industry regarding potential phasing and relocation COAs to identify any that may be unfeasible. The potential COAs being considered are:
    • COA 1: Relocate the entire building.
    • COA 2: Relocate by Wing.
    • COA 3: Relocate by Floor.
    • COA 4: Relocate by Organization.
    • Additionally, the Government seeks to understand industry preferences for construction execution under these phasing scenarios.
  3. Solicitation Feedback: Obtain feedback on the Government's approach to utilizing BVTO for this requirement. The Government also seeks to gather contractor concerns regarding space constraints, utilities, building shutoffs, and other logistical challenges to better refine the forthcoming solicitation.

SUBMISSION REQUIREMENT: Interested parties should provide a brief capabilities statement and should include the following:

  1. Company Cage Code, Unique Entity ID (UEI) / DUNS, name, address, point of contact, and applicable telephone numbers and e-mail addresses.
  2. Small Business Designation as recognized by the Small Business Administration (8(a) Certified, HUBZone, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, or Economically Disadvantaged Women-Owned Small Business).
  3. Feedback regarding the Industry Day topics mentioned above (COAs, space constraints, utilities, etc.), if available prior to the event.
  4. Although the intent is to solicit as a total Small Business set-aside, other than small businesses are encouraged to provide responses.

PLEASE SUBMIT TO: Responses to this Sources Sought Notice must be received no later than 2:00 pm on 5 August 2026. Submit responses only to the attention of Dwain Graham, Contract Specialist, at dwain.m.graham@usace.army.mil and Renee Krahenbuhl, Contracting Officer, at renee.m.krahenbuhl@usace.army.mil. Failing to provide a response to this Sources Sought Notice or attend the Industry Day does not disqualify any firm from later submitting a proposal when/if a solicitation is posted for this requirement.

All interested firms must be registered in the System for Award Management (SAM) and remain current for the duration of the contract to be eligible for award of Government contracts.

There is no entitlement to payment of direct or indirect costs related to or arising out of responding to this request for information. All information provided becomes property of the Government.
