Repair and Recharge Fire Suppression Tank at Building 8339 VSFB, CA

Background
The contract is issued by the 30 Civil Engineer Squadron, which is part of the Space Launch Delta 30. Their primary mission is to provide installation facilities and utilities infrastructure support for the Launch and Test Range System and Western Range operations.

The goal of this contract is to ensure high performance confidence levels for equipment and facilities that support various missile-guided space weapons and aircraft test missions for multiple agencies including the Air Force, Navy, National Reconnaissance Office, Missile Defense Agency, Federal Aviation Administration, Department of Energy, Defense Advanced Research Projects Agency, NASA, and several commercial entities located at Vandenberg Space Force Base (VSFB).

Work Details
The contractor shall provide all necessary personnel, supervision, equipment, tools, materials, transportation, permits, certifications, licenses, and other items and services to disconnect, remove, repair, recharge/refill and reinstall one (1) Kidde FM 200 ECS Fire Suppression Clean Agent Gas Tank Cylinder located in controlled access facility Bldg. 8339 at VSFB.

The work includes:
1. Disconnecting and safely removing the discharged fire suppression cylinder from Building 8339.
2. Transporting the cylinder to a certified facility for inspection and repair of the valve assembly.
3. Refilling the cylinder with clean agent gas and performing leak testing.
4. Reinstalling the serviced cylinder back into Building 8339.
5. Conducting full system testing to ensure operational readiness while protecting sensitive electronic equipment and minimizing operational disruption.

Bidder Requirements
Bidders must ensure that all employees who need access to Building 8339 complete a background security verification form at least two weeks prior to starting work. The contractor must comply with all applicable federal, state, local laws including EPA regulations, OSHA standards, and NFPA codes.
