Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.201 requiring the dissemination of information for proposed contract actions. This is not a solicitation or request for quotes or proposals. Therefore, no contract or purchase order will be awarded from this notice.

Norfolk Naval Shipyard (NNSY), Naval Sea Systems Command (NAVSEA), intends to award a Firm-Fixed-Price (FFP) to accomplish the procurement of long lead time material, inspection, fabrication, incidental repair, and reboot of the damaged Virginia Class Bow Sonar Dome aboard a Virginia class submarine. The intended contract will be awarded using the policies and procedures of FAR Part 15.

The tentative Required Delivery Date (RDD) for the LLTM is 01 DEC 2024. The tentative Period of Performance (POP) for the boot fabrication is 04 DEC 2024 to 29 JUL 2025; inspection and repair is 28 FEB 2025 10 FEB 2026.

NNSY intends to award a contract to Goodrich Corporation on a sole source basis. Notice of this justification will be provided on SAM.gov in accordance with FAR 6.305.

The anticipated North American Industry Classification System (NAICS) code is 336611, Shipbuilding and Repair, with a size standard of 1250 employees. The Product Service Code is 5845.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, solicitation N42158-23-R-S007, and subsequent amendments (if any) will be posted to SAM.gov.

Background
Norfolk Naval Shipyard (NNSY), Naval Sea Systems Command (NAVSEA), intends to award a Firm-Fixed-Price (FFP) contract to Goodrich Corporation on a sole source basis for the procurement of long lead time material, inspection, fabrication, incidental repair, and reboot of the damaged Virginia Class Bow Sonar Dome aboard a Virginia class submarine. Work Details
The purpose of this project is for OEM repair and reboot damaged Virginia Class Bow Sonar Dome. The location of work will be at Collins Aerospace’s Production Facility in Jacksonville, FL.
The government's responsibility includes working with the OEM to verify template area of the rubber boot required to be removed in way of the High Frequency Chin Array (HFCA), removing the Bow Dome Rubber Boot and disposing of any remnants, and installing Bow Dome shipping fixture. Contractor responsibilities include providing the Shipping Barge K24-C and all needed equipment to NNSY CIA waterfront area for NNSY to secure the Bow Dome and shipping fixture in support of transportation to OEM facility Jacksonville, FL, delivering Bow Dome and shipping fixture from Norfolk Naval Shipyard (NNSY) by barge to USMC Blount Island Command (BIC), utilizing crane and trucking company to offload the dome and shipping fixture and deliver to the OEM facility, removing/installing Bow Dome from shipping fixture as needed per builder specifications and standard vendor process, setting up scaffolding and environmental enclosure as needed to meet builder specifications, conducting Ultrasonic Testing (UT) on GRP laminate surrounding the lag screw holes to be repaired to assess for any unseen damage, repairing any GRP defects including all Non-HFCA mounting temporary holes as required per builder specifications and NSTM SE300-AE-MMA-010.

Period of Performance
The period of performance for this contract ranges from May 1st, 2023 (for LLTM award) to February 10th, 2026.

Place of Performance
The work will be performed at Collins Aerospace’s Production Facility in Jacksonville, FL.
